This study was conducted to examine the characteristics and changes of the 20th Central Committee of the Communist Party of China, and to compare and analyze the recent rise of ‘Technocrats’. This is not the first time that rise of technocrats is in the spotlight. They appeared as a special group in the early stages of China’s reform and opening up, and after that, they participated in China’s politics, leading changes in Chinese politics and society as a whole for a long time.
However, as China grew, major contradictions in the economy and society changed, and the era of ‘Generalist Cadre’ as the fixer has arrived in the Chinese politics. However, a new trend has been spotted in recent years. The central government’s interest and investment in ‘science and technology’ became remarkable, and personnel from science and technology-related backgrounds began to occupy important positions in the central and local government of China. It is a common assessment that it is a return to the era of technocrats.
The main background of these changes was the 4th Industrial Revolution, strategic competition with the United States, competition for leadership in related high-tech technologies, and domestic political instability that has been added in recent years. It is analyzed that statistical figures and specific appointments reflect this background or concern. And because of this, this paper came to the conclusion that these changes were bound to continue for the time being and that a return to the era of technocrats was beginning.
