지역과학문화 정책평가에 관한 연구: 과학문화 지표틀의 적용 = Research on the Evaluation of Regional Science Culture Policies: Application of Science Culture Indicators

국문 초록 (Abstract)

본 연구는 지역과학문화 사업의 재설계를 위한 현실적인 정책대안을 탐색하기 위한 목적으로2020년 시작된 창의재단 내 과학문화 지역거점센터 사업의 현황을 진단하여 정책적, 실무적 함의와 발전 방향을 제시하였다. 이를 위해 문헌분석, 현장조사, FGI 등을 바탕으로 선행연구에서제시한 과학문화 지표틀을 적용하여 분석하였다. 분석결과, 과학문화 지역거점센터를 운영하는 전담조직 부재, 지역거점센터 운영기관의 과학문화사업 경험 부족, 과학문화 관련 인프라 부족, 지역 내 고른 과학문화 활동의 한계, 타 사업간프로그램의 유사성 및 중복성, 지역특화 사업 발굴 미진 등의 문제점들이 나타났다. 따라서 과학문화 관련 역량이 검증된 운영기관 선정, 다각적인 재원확보, 유사 사업과의 연계‧협력, 콘텐츠 다양성 확보 등이 필요한 것으로 나타났다. 본 연구는 과학문화 지역거점센터의 그간의 운영현황을 진단하고, 사업 개선방안을 탐색적으로제시하였다는 점에서 의의가 있다. 이를 통해 과학문화 지역거점센터가 지속 가능한 지역과학문화 정책사업으로 안착하도록 하는 기초연구가 될 것으로 기대된다.

This study aims to propose policy alternatives for the redesign of regional science culture projects by diagnosing the current status of the science culture regional hub center project that started in 2020. To this end, the analysis was conducted by applying a science culture indicator framework based on literature analysis, field surveys, and focus group interviews (FGI).
The analysis revealed several issues, including the absence of dedicated organizations operating the regional hub centers, a lack of operational experience in the implementing organizations, insufficient related infrastructure, and limitations in equitable science culture activities within the region. Therefore, it was identified that selecting competent operating organizations, securing diverse funding sources, establishing connections and collaborations with similar projects, and ensuring content diversity are necessary.
This study is expected to serve as foundational research that diagnoses the operational status of regional hub centers and proposes improvement measures to help them establish themselves as sustainable regional science culture projects.
