2014년 지방선거 결과 분석: 일관투표 유권자를 중심으로 = Analyses on the result of the 2014 Local Election: Focus on straight-ticket voters

국문 초록 (Abstract)

2014년 지방선거에서 세월호 사건은 한국사회 및 구성원들에게 많은 영향을 미쳤는데 무엇보다 선거운동의 자발적 제약으로 인해 유권자들은 정당과 후보자에 대한 정보를 얻기 힘든 상황이었다. 또한, 세월호를 둘러싼 시민사회의 갈등은 한국사회가 가지고 있는 모든 이슈의 이념적 대립으로 연계라는 민낯을 적나라하게 드러냄으로써 유권자 들을 양분화시키는 모습을 보였다. 이러한 분위기 속에서 지방선거를 맞이한 유권자 들은 어떠한 투표행태를 보였는지 관심을 끈다. 본 연구는 2014년 지방선거에서 유권 자의 투표행태 특징에 대해 알아보는 것을 목적으로 한다. 구체적으로 2014년 지방선 거에서 특정 정당에 대해 일관투표하는 유권자가 어느 정도인지 알아봄으로써 투표에 있어 정당의 영향력과 이념적 대립이 불러온 결과에 대해 알아보는 것을 목적으로 한다. 또한 이들의 정치, 경제, 사회적 특징 나아가 정치적 정향에 대해 알아봄으로써 다른 유권자와의 차이점은 무엇인지 알아본다. 분석을 통해 무엇보다 2014년 지방선 거에서 두 정당에 6표를 모두 행사한 일관투표 유권자의 비율이 매우 높다는 점을 알수 있었다. 일관투표 유권자들은 정당에 대한 호감도와 대통령에 대한 평가에서 극단적 태도를 갖고 있으며 대부분의 현안을 당파성과 연계해 평가하는 모습을 보이고 있었다. 그러나 일관투표 유권자들은 높지 않은 정치관심과 낮은 효능감의 특징을 보이고 있었다. 이러한 점에서 일관투표 유권자가 많아진다는 점은 정당들에게는 희소식일 수 있지만 민주주의 발전에 있어 긍정적이라 말하기는 힘들다. 이러한 유권자들의 감정적 대립상황이 국회의 이념적 양극화 현상과 아무런 연관성이 없다고 말하기 힘들다. 양극화 해소와 대립의 완화를 위해 이에 대한 더 많은 연구와 분석이 필요한 시점이다.

다국어 초록 (Multilingual Abstract)

The Sewol accident had a considerable influence on Korean society and its members in the 2014 Local election. Due to the Sewol accident, political parties and candidates had to hold calm election campaign. In result, it limited opportunities of voters to obtain information on parties and candidates. Also, conflicts among civic societies over the Sewol accident issue plainly exposed that almost every issues in Korean society were related with ideological confrontation, which led to the polarization of voters. It is of interest to see voting behavior of the electorate amid such surroundings. The purpose of this study is to analyze the voting behavior of the electorate in the 2014 Local Election. In particular, the study measures the effect of political parties and ideological confrontation on voting decision by examining political, economical, social characteristics of straight-ticket voters in the 2014 Local Election. The survey analysis shows that the percentage of straight voters is quiet high. Likewise, the analysis shows that they have extreme attitude on political parties and evaluation of president Park. In addition, the electorate with straight vote have a tendency to relate every salient issue with their political view.
Meanwhile, straight-ticket voters’ political efficacy is low and their political interest is not high. Probably, the increase of straight-ticket voters is related with the polarization of the National Assembly. These results indicate that political parties may be pleased with the fact that straight-ticket voters get larger; however, it is hard to say that it is good for the development of democracy.
