러시아 지역간 경제격차의 변화(1994-2002) = 1인당 지역생산을 중심으로

국문 초록 (Abstract)

근러시아 연방주체들 사이의 경제적 격차문제는 중앙-지방관계는 물론 지방 간의 갈등요인으로 발전해왔으며, 연방관계의 안정에도 영향을 주고 있다. 이에 따라 경제적 지역격차에 대한 분석의 필요가 제기되고 있으나, 러시아와 관련된 기존의 많은 연구들은 지역격차의 요인을 사례지역 혹은 지역군에 기초하여 분석하고 있어 이들 연구에서 제시된 요인들을 보다 통합적으로 분석할 필요성이 제기되고 있다.
이 글은 경제개혁의 진행과 함께 진행된 러시아 지역들 사이의 경제적 격차를 측정하고, 이러한 격차의 요인을 규명하기 위해 지역들의 경제활동 전반을 보여줄 수 있는 1인당 지역생산을 지표로 지니계수와 분위수 배율, 그리고 주요 경제영역에서의 분위별 집중도를 통해 지역의 생산활동 불균등을 분석해보았다. 이와 함께 이 글에서는 기존의 연구에서 경제적 지역격차에 영향을 주어왔던 것으로 제시된 변수들의 설명력을 회귀분석을 통해 종합ㆍ분석하였다.
이러한 분석은 러시아 지역 간의 경제적 격차가 지난 10여년 동안 심화되고 있으며, 1인당 지역생산과 관련해서는 전년도 자본투자로 상정된 기존의 경제력, 지역의 산업구조, 그리고 영토의 크기와 인구밀도 등이 지역 격차에 통계적으로 유의미한 설명력을 제공하고 있음을 보여주고 있다. 또한 회귀분석의 결과는 제한적이기는 하지만 지역의 정치적 발전이 경제활동 수준과 상관성을 보여주고 있어, 이에 대한 연구 필요성을 시사하고 있다.

다국어 초록 (Multilingual Abstract)

Regional economic disparities constitute a basis of confrontations between centre and federal subjects, and thus threaten stable development of federal relations in the Russian Federation. The purpose of this study is to explore the changes of regional economic disparities during the last decade. For the analysis, this study focuses on per capita Gross Regional Production (GRP), as a reference to overall economic performance of the regions, and traces changes of spacial patterns and disparities measuring Gini coefficient and percentile ratio. This study also employs regression analysis to examine the influence of demographic and socio-economic variables on the development of regional disparities.
The analysis suggests that regional disparities in terms of GRP continue to grow during the period between 1994 and 2001. Regression models also suggest that variables such as capital investment, size of territory, and industrial structure of regions such as proportion of fuel industry, population size of agricultural sector turn out to have strong influence on spacial distribution of GRP. Furthermore a level of political development - e.g. political openness, economic liberty, and development of civil society - in regions also tends to affect the economic performance of regions, albeit in a limited degree, which demands further studies of interactions between political development and economic performance at the regional level.
