정책학의 학문적 특성에 의한 범학제적 정책이론의 탐색과 개발 = A Research on the Probing and Developing Interdisciplinary Policy Theories by the Interdisciplinarity of Policy Sciences

국문 초록 (Abstract)

정책학의 범학제성이 강조되면서 정책학계에서 범학제적 연구는 다양하게 진행되고 있다. 본 연구도 이와 같은 하나의 연구로서, 정책학의 범학제성 특성을 충족시킬 정책이론을 어떻게 탐색하고 개발할 것인가 하는 과제에 논의의 초점을 맞추었다. 범학제적 정책연구는 수단적 접근방법에서 축적된 이론을 기초로 하면서 동시에 개념적 접근방법에 따라서 범학제성을 연구할 수 있어야 정책학의 고유이론으로서의 다양한 이론을 구성할 수 있다고 보았다. 이와 같은 가능성 있는 범학제적 정책이론으로 정책학의 본질적 대상인 공공성이나 정치, 민주주의, 인간의 존재 등과 같은 것을 우선 제시할 수 있다. 또한 지금까지 출간된 정책학 Handbook에서 발견되고 있는 공통적내용인 정책학사, 정책과 정치제도와의 관계, 문화와 제도 및 국가간의 정책을 비교할 수 있는 비교정책이론, 정책과정론과 정책분석론에서 정책담론, 전통적인 정책과정론에 대한 비판과 보완연구, 민주주의와 정책이론, 정책이념과 가치를 설명할 수 있는 정책철학 등을 찾아 볼 수 있었다. 그러나 아직까지 범학제적 정책이론에 관한 연구가 미흡하고 동시에 본 연구도 그의 가능성을 탐색하고 개발하는 수준이기 때문에 후속연구로서 실질적이고 구체적으로 정책학의 범학제적 이론영역을 제시하면서 각 분야에서 현실적으로 실천가능성 있는 이론들을 집중적으로 연구할 필요가 크다.

다국어 초록 (Multilingual Abstract)

An interdisciplinary approach to policy theory has underwent in various academic disciplines and scholars mostly focusing on the instrumental goals to apply to policy problems. With the development of policy science, a disciplinary identity-crisis and the limits of the interdisciplinary solving methodologies made turn to the conceptual interdisciplinary sciences of policy. And this paper labeled five branches of theoretical realms such as politics and policymaking, democracy in policy science, human science of policy. For backing up these arguments, I reviewed seven handbooks of policy theories published in both Korea and the US and found some commonalities as for the interdisciplinary policy theories including policy history, comparative approach to the policymaking system and culture, policy ideology and value, and policy discourse theory. Those policy theoretical realms and issues can be a paradigm to the future orientations for the interdisciplinarity of policy science, not instrumental but conceptual approach. And these policy theories can be developed as the prime and/or central understandings for the independent discipline of policy studies in social sciences.
