The frequency of social disasters or emergency events as well as the intensity of natural disasters are increasing globally. In Korea, damage caused by natural disasters is occurring as a social issue. In 2016, a total of 188 events (12 heavy rains, 3 heavy rains, 2 typhoons, 1 earthquake) occurred, resulting in total damage of 288.3 billion won. The disaster recovery cost of 590.6 billion won was spent on the government budget.
