The regional development based on natural resources is an important task because it leads to an effective utilization of regional resources and their growth potential. As such, it is imperative to find economically competitive potential resources and establish prudent utilization strategies which could promote regional development in many regions that impact the development of resources circulation, yet possess unique regional characteristics. The goal of this study is to build a proper foundation for promoting regional development via utilization potential of natural resources and through establishment of prudent utilization strategies in three years. To this end, the purpose of this third study is to prepare the base for a natural resources utilization model and suggest prudent utilization strategies based on case studies. The six selected case study sites of this study are Suncheon Bay, Upo Wetland, the KumKang Pine Tree Stock in Uljin, Shinan Dadohae Biosphere Reserve, Jinan Heights roads, and Geomun Oreum in Jeju. On two case studies (Suncheon Bay and Upo Wetland), in-depth analyses were performed. A study on the development of natural resources utilization model includes the following procedure: 1) excavation of natural resources, 2) connection between resources, 3) utilization of natural resources, and 4) resources management. First, we examined the character of each community by excavating their core resources and reviewing the connection between resources. Afterwards, the suggested resources utilization ... strategies were divided into two categories: strategies presently being implemented; and suggested strategies for future use. Finally, resources utilization models for each regional case study were established by distributing economic profits and principal agents of resources utilization, as well as taking into consideration the space management system, and implications for regional development were suggested after comprehensive comparisons and analyses. In conclusion, we considered case studies of detailed plans to establish the need for a basic foundation that could improve government policies for wise utilization of natural resources. Also, we suggested and divided prudent utilization strategies into functional strategies and value-based strategies on the basis of resources management policies and various case studies being offered by OECD and UNESCO Biosphere Reserve. The strategies offered in this study could potentially be used in future national or regional natural resources management plans. Moreover, this study optimistically expects to pursue regional economic revitalization by suggesting prudent conservation and utilization strategies for natural resources that would improve the public`s quality of life and create value in terms of national environment.
