폐광지역 활성화를 위한 사회적경제 조직체 육성 프로그램의 비교 연구 - 강원 폐광지역을 사례로 - = A Comparative Study on the Social Business’s Fostering Program for the Revitalization of Abandoned Mine Area - The Case of Abandoned Mine Area in Gangwon-do -

국문 초록 (Abstract)

정부의존도가 높은 폐광지역이 자생적으로 발전하기 위해서는 사회적경제의 육성이 필요하다. 본 논문에서는 폐광지역 활성화를 위한 바람직한 사회적경제 육성방향을 도출하기 위해 강원 폐광지역을 둘러싼 사회적경제 육성을 담당하는 중간지원조직에 대한 사례연구를 실시했다. 3개 기관을 대상으로 운영 유형에 따라 민간주도형과 관주도형으로 분류하고, 각각의 사회적경제조직 육성 프로그램을 비교하였다. 사례연구 결과 민간주도형 중간지원조직은 잠재 수요를 발굴·육성하는 기능을, 관주도형의 사례 중 하나는 서비스·상품에 대한 판로지원, 마케팅 기능을 갖추고 있었다. 연구를 통해 폐광지역 내 사회적 경제가 활성화되기 위해서는 각각 고유의 육성프로그램을 갖고 있는 중간지원조직 간의 협력을 통해 통합적인 사회적경제 육성체계가 갖추어져야 함을 확인할 수 있었다.

Fostering the social business is needed to revitalize the abandoned mine area which has heavy dependency on government. This study investigated a comparison of three cases about the social business's intermediary organization in abandoned mine area located in Gangwon-do to derive the strategies for fostering the social business in those area. These cases are classified into private-directed case and government-directed case, depending on the operating subjects. According to the comparison, a private-directed case feature to discover potential demands and incubate social business. One of government-directed cases feature to support the marketing of the products and services of social business in need. As a result, to foster the social business in the abandoned mine area, intermediary organizations should cooperate with their distinctive fostering program and build a integrated social business fostering system.
