지속가능한 해양관광개발에 대한 주민의식조사 연구 : 신안군 임자도를 중심으로 = A Study on Residents' Consciousness to the Sustainable Maritime Tourism Development : Centered on Imjado in Sinangun

국문 초록 (Abstract)

해양관광의 중요성이 부각되고 지속적인 해양관광개발에 대한 논의가 주요과제로 새롭게 등장되고 있다. 이러한 흐름에 발맞추어 본 연구는 신안군 임자도를 대상으로 지속적인 해양관광개발에 대한 주민의식조사를 실시하였다. 조사내용으로는 첫째로 도서 및 해양관광개발로인한 지역의 변화와 효과에 대한 21개의 항목, 둘째로 지속가능한 해양관광개발에 관련해서 섬 주민들이 생각하는 내용에 대한 질문 14개 항목이었다.
응답결과를 종합하면, 첫째로 도서 및 해양관광개발로 인한 지역의 변화 및 효과에 있어서 경제성에 관한 6개 문항 중 3개 항목이 긍정적인 대답이었고, 3개 항목은 부정적 대답이 보다 많았다. 사회성에 관한 7개 문항 중 모두가 긍정적인 응답비율이 상대적으로 높았으며, 그리고 환경성에 대한 것 8개 문항 중 4개 항목에서 긍정적인 응답비율이 높았고, 4개 항목은 부정적 응답이 많았다.
지역의 대표적인 특산물로는 민어, 병어, 전어, 새우젓, 천일염 등을 지적하였으며, 현시점에서 개발관리가 필요한 지역으로는 해수욕장, 섬전체경관 등을 지적하였다. 공공부문에서 지원이 필요한 것은 연륙교건설, 도로확충 등 교통 불편의 해소에 많은 관심을 두었다. 향후 개발이 진행될 경우에 해수면 및 연안 해안, 해양 경관, 임야 및 농경지 등에서 심한 환경파괴가 예상될 것으로 응답하는 비율이 높게 나타났다. 또한 앞으로의 개발형태로는 자연생태학습, 승마 및 골프 등 해양 레져 스포츠형 개발, 해수욕 및 낚시 관광 등에서 관심이 높았다.
임자도를 지속가능한 해양관광지로개발하기 위해서는 개발계획단계에서부터 친환경적인 개발방식을 도입해야 하며 섬지역 생활을 기초로 한 녹색 및 생태관광개발의 측면에서 추진 되어져야 할 것이다. 즉, 어촌의 생활문화를 토대로 해서 모든 주민들이 해양 관광 개발의 혜택을 누릴 수 있도록 해야 하며, 지역간 소득격차해소와 도서지역의 경제 활성화를 도모하는 방향으로 개발정책이 추진되어져야 할 것이다.
지속가능한 해양관광개발은 한 개인 또는 어느 단체의 힘만으로는 가능하지 않으며 모든 관련 주체들이 공동으로 힘을 모아 추진 해야 할 것으로 본다. 이들의 주체적인 참여를 적극 유도하며 갈등의 해소와 지역정체성이 확립되는 것을 전제로 개발이 이루어져야 한다.
요컨대 본 연구에서는 임자도의 지속적인 해양관광개발의 방향을 몇 가지로 제시하였다. 첫째로 물리적인 시설개선 및 확충방향으로는 실버타운의 건설, 국제휴양타운의 조성, 천일염 및 젓갈 직판장개설, 낚시관광 포인트 지정, 테마형 해양관광코스의 지정, 관광자원 이용의 효율을 고려한 기반시설정비 등을 언급하였다. 둘째로 소프트웨어적 개선 및 관리방향으로는 관광자원보존 및 관리, 관광마케팅 강화 및 서비스 향상(홍보마케팅, 지역주민 광광마인드 고취, 주민환대 서비스 향상), 정보시스템개선(무인관광안내소설치, 도서관 연계코스개발을 위한 인터넷 쇼핑몰 설치, 해설프로그램 및 해설가이드 양성), 그리고 관광자원을 활용한 체험 프로그램개발 등을 지적하였다.
본 조사연구는 임자면사무소 소재지의 주민 및 마을 이장 등을 대상으로 조사한 것인 만큼 조사결과가 임자도 주민 전체를 대표한다고는 볼 수 없는 한계점이 있으나, 섬지역의 면사무소 소재지는 비교적 섬 사정을 잘 알고 있다고 판단한 바, 이상의 문제가 별로 크지 않다고 사료된다. 다만 본연구의 결과 및 한계는 향후 보다 정확하고 객관적인 조사연구의 토대가 되어지기를 기대한다.

다국어 초록 (Multilingual Abstract)

The importance of maritime tourism has been raised and the discussion for the sustainable maritime tourism development has been a major project these days. This study is to investigate the residents' consciousness to the sustainable maritime tourism development in Imja Island, Sinan-gun. The examinations were 21 items related in local changes and effects through the development of island and sustainable maritime tourism. Secondly, it surveyed how the island residents thought the development of sustainable maritime tourism through 14 questions.
As a result of their answers, there were three positive answers and three negative answers among 6 questions related in economical efficiency at the local changes and effects through the development of island and sustainable maritime tourism. According to 7 questions related in the sociality, they answered positively. The four questions among 8 questions about environment showed positively response and 4 negative responses.
The special products of the region are croakers, pomfrets, slated shrimp, and sun-dried slat. The region needed to manage the development isbeaches and the scenery of the whole island. They were interested in construction of bridges and roads to solve their traffics inconvenience at the public support. When the development will perform, they also expected the serious environmental destruction. But they were interested in maritime and leisure sports including natural ecology learning, horse-riding, golf, and beach swimming, and fishing tourism.
In order to develop Imja Islandas the sustainable maritime tour place, it has to introduce friendly-environmental development at the planning stage. It also considers the development of green and ecological tourism based on the island region life. That is, every resident can have the benefits of the development of maritime tourism. In addition, it is required to solve the gap of income between local regions and to encourage the local economy.
The development of sustainable maritime tourism can not come true by one person or one organization. It needs the cooperation between the related organizations. It is required the positive participation and establishing the local identity. Based on these things, the development will achieve its goals.
This study suggested the directions of sustainable maritime tourism development as follow ;
First, it suggests establishingsilver town, international resort, direct sales places for sun-dried salts and salty fish. It also selects the point place for fishing and theme course of maritime tourism. In addition, it has to consolidate the basic facilities considering on the effects of tourism resources. Second, it has to protect and manage the tourism resources, to promote the tourism marketing and service, to improve the information system, and to develop the experience program used the tourism resources for improvement of software and management.
Because this study was investigated the residents who live in the location of Imja-myoen office, the results could not show all residents of Imja island. However, most of the residents visited and shared the opinion in the location of myeon office, it doesn't make a problem. According to the results and limits of this study, it expected more objective and exact investigation.
