With the introduction of the urban park sunset system, 81.5% of the total park area is on the verge of being effective, and plans to designate and purchase urban natural park areas to prevent immediate loss of effect, but complaints and requests for land purchase from owners of designated areas have continued. However, since the financial conditions for purchasing private land at once are not favorable, the ultimate park preservation can only be achieved when the purchase of private land is made in stages. This study was designed to provide a guideline for preemptive measures to be taken from parks with high use value by conducting a priority purchase evaluation on long-term unexecuted urban parks in Seoul. In particular, indicators related to park inequality by autonomous region were considered by reflecting the domestic situation in which the gap between the rich and the poor in parks was severe in the evaluation process. The research method is as follows. The long-term unexecuted urban park self-evaluation was conducted through evaluation indicators related to natural and ecological functions, social and utilization functions, and park equity evaluation was measured based on the number of parks, the ratio of park area, the ratio of supply underprivileged areas, per capita park area, and the accessibility index. The two evaluations were combined to finally derive the park evaluation, and furthermore, the direction for purchasing the selected park more efficiently was suggested.
