항길고택일기의 울릉도 수토 관련 기사 역주와 그 사료적 가치 = Translation of Some Hand-Written Memo about the Territorial Patrol of Ulleungdo in Hang-gil Old House Diary and its Historical Value

국문 초록 (Abstract)

이 글의 목적은 ‘항길고택일기’에 기록된 울릉도 수토 관련 기사를 한글로 역주하고 일기 원본 이미지와 함께 학계에 제공하여 조선후기 울릉도 수토(搜討)에 대한 연구에 도움을 주고자 하는 것이다.
이 글은 다음과 같이 구성되었다. 첫째, 강원도 동해시에 세거(世居)하고 있는 ‘항길고택’(恒吉古宅)’과 그 집안에서 대대로 지켜내려 온 ‘항길고택문고(恒吉古宅文庫)’를 소개할 것이다. 둘째, 항길고택문고의 ‘항길고택일기’에 수록된 울릉도 수토(搜討) 관련 기사를 뽑아내 원본 이미지, 한문 원문, 한글 역주 등을 울릉도·독도 연구의 기초 자료로 제공할 것이다.
항길고택일기에 수록된 울릉도 수토 관련 기사의 사료적 가치는 첫째, 현재까지 관찬 사료에서 발견하지 못한 내용의 사료들을 포함하고 있다는 점이다. 예컨대 울릉도 수토료 또는 수토료미가 울릉도 수토가 있는 해에는 어김없이 징수되었다. 또 울릉도 수토를 하러 출발할 때와 수토를 마치고 돌아올 때, 후망수직군을 조직하여 무사히 배가 도착할 수 있도록 돕는 후망에 대한 기록 역시 다른 곳에서 보기 어려운 내용이다. 둘째, 19세기 초중반 이른바 세도정치 시기에는 정치 일반이 문란하였으므로 울릉도 수토제도 역시 문란해져 수토가 제대로 행해지지 않았을 것이라는 의견이 있었으나, 『항길고택일기』의 수토 관련 기사 내용이 알려지면서 세도정치 시기의 울릉도 수토가 오히려 앞 시대보다 더 규칙적으로 잘 시행되었다는 것이 밝혀졌다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to help research on the territorial patrol of Ulleungdo in the late Joseon Dynasty, providing translation of some hand-written memo about the territorial patrol of Ulleungdo in Hang-gil Old House Diary and its original photograph to academia.
This paper consists of the followings. First, the paper introduces Hang-gil Old House, which has been long sited in Donghae-city, Gangwon-province, and Hang-gil Old House Archives, which has been kept by the family for generations. Second, the original photo images, Chinese character, and Korean translation will be provided as basic data for Ulleungdo and Dokdo research by extracting memos about the territorial patrol of Ulleungdo from Hang-gil Old House Diary.
The historical value of the memos about the territorial patrol of Ulleungdo in the Hang-gil Old House Diary is as follows. First, some memos are unique historical materials that have not been found in Joseon governmental historical records so far. Especially the tax for the territorial patrol of Ulleungdo was collected in the year when the territorial patrol of Ulleungdo was performed. Also, when leaving for and returning from the territorial patrol of Ulleungdo, the records about surveillance unit for the distant sea are difficult to find anywhere else. Second, during the oligarchial, so-called Sedo, politics in the early to mid-19th century, there were some opinions that the territorial patrol of Ulleungdo would not have been properly carried out due to the disorder of the politics. As the memos and contents of the territorial patrol of Ulleungdo in Hang-gil Old House Diary became known, it was revealed that the territorial patrol of Ulleungdo during the Sedo politics was implemented more regularly than in the previous era.
