Establishing an evaluation model of legislative activities and developing accurate evaluation indicator have a significant meaning in representative democracy as it lays out ground work to ensure its accountability. Accordingly, this paper aims to go beyond the previous evaluation system which mainly focuses on developing quantitative and qualitative indicators and provides a new model for ensuring retrospective accountability in democratic political process. In furtherance of this approach, this paper analyzes different types of legislative evaluation agents, standards and methods of the current evaluation system and relevant problems. Moreover, it proposes to replace the standard approach of fidelity and professionalism which is instrumental and indirect indicators, with goal-oriented indicators of parliamentary democracy. Major evaluation indicators presented in this paper are representativeness, responsiveness and productivity. This paper also specifies detailed evaluation criteria. In order to promote fairness in evaluation, this paper also points out that more effort is needed from evaluation agent. As qualitative evaluation requires professionalism, this paper introduces ways to invite not only the public, but also experts and juries to evaluate Members legislative activities. As evaluation system is important to both voters and their representatives implementing reasonable and affordable evaluation system is essential to make it sustainable.
