비무장지대 관리·활용을 위한 남북협력 = Cooperation of the South and the North for Managing and Utilizing DMZ Region

국문 초록 (Abstract)

비무장지대 일대는 그 지리적 특성으로 인해 남북관계의 진전에 따라 교류‧협력의 피할 수 없는 접점, 통로가 될 수 밖에 없는 것이 현실이다. 그러나 비무장지대는 남북한의 정치‧군사적 이해가 마주치는 곳일 뿐만 아니라 경제, 사회, 문화 나아가 환경 등 모든 쌍방의 이해가 필연적으로 얽혀있는 지역으로서, 그 동안 남북한간 이해관계의 대립으로 교류‧협력사업에 활용될 수 없었던 것이 또한 현실이었다. 이러한 상황에서 남북한이 비무장지대를 평화적으로 활용하는데 합의한다는 사실은 바로 서로가 포괄적 측면에서 협력관계를 형성하여 남북관계를 평화적 공존의 단계로 전이케 하는 결정적인 디딤돌을 마련함을 의미한다.
이 글에서는 남북한 교류‧협력의 활성화와 통일을 준비하는 과정에서 비무장지대 일대를 어떻게 보전‧관리‧개발해 나가야 할 것인가, 남북한의 포괄적 측면에서 이해가 합치하여 호응할 수 있는 비무장지대 관련 남북협력방안은 무엇인가를 제시하고자 한다. 남북 쌍방에 이득이 되는 비무장지대 관련 정책방안의 제시는 북한 핵문제의 해결과정에서 남북이 신뢰를 회복하고 공존공영의 정신을 되살리는데 기여할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

It is the reality that DMZ region cannot but become the contacting point and corridor of the exchange and cooperation according to the progress of the relation between the South and North due to its geographical characteristics. However, it is also the reality that DMZ region could not be used for the exchange and cooperation business due to the conflict of interests between the South and the North in the meantime as DMZ region is not only the confronting place of political and military interest of the South and the North but also is the entangled region inevitably of all mutual interests such as economy, society, culture, and furthermore environment. Under this situation, the fact that the South and the North agree to a peaceful use of DMZ region directly menas for both parties to prepare decisive stepping stone to transfer the relation of the South and the North to the stage of peaceful co-existence by establishing cooperation relation in comprehensive aspects.
In this writing, I would like to suggest how we shall preserve, manage, and develop DMZ region in the process of activation the exchange and cooperation of the South and the North as well as the preparation for the unification and what are cooperative plans of the South and the North regarding DMZ region that both the South and the North can agree and concur mutually in comprehensive aspects. The suggestion of policy plan with regard to DMZ region that is beneficial to both the South and the North can contribute to restore trust and to revive the spirit of coexistence and co-prosperity between the South and the North in the process of solving nuclear issue of the North.
