국립박물관의 문화다양성 교육프로그램 실태 및 활성화 방안 연구

국문 초록 (Abstract)

결혼 이주 여성, 외국인 노동자가 증가함께 따라 다문화를 가진 구성원이 늘어나면서 현재 외국인은 우리나라 전체의 약 2%를 차지하고 있으며 한국에 거주하는 외국인이 많아지면서 본격적인 다문화사회에 도래하였다.
본 논문은 다문화사회를 살아가고 있는 오늘 날 문화와 가장 연관 있는 박물관에서의 문화다양성 교육프로그램 현황을 통한 활성화 방안을 연구하고자 시행되었다.
이를 위해 다문화사회 문화다양성에 대한 이해를 도모하고자 문헌연구를 통해 조사하였고, 또한 국내 박물관 문화다양성교육 흐름을 파악하기 위해 국립박물관 문화다양성교육 현황을 조사·분석하고, 현재 박물관 문화다양성교육의 특성과 앞으로의 방향에 대해 알아보고자 박물관 담당자들과의 인터뷰를 통한 질적 연구방법을 수행하였다.
이 연구결과로 도출한 내용은 다음과 같다.
첫째, 박물관의 문화다양성 교육프로그램의 현상은 2007년 다문화정책이 확산되며 다문화정책 사업이 활발하게 운영되고 프로그램이 양적으로 증가하여 2010년까지 활발하게 진행되었으나, 2011년을 중심으로 점차 감소하였다. 이는 소수계층을 분류하여 운영되는 특성 상 소수자들의 차별 또는 편견의 느낌이 작용하여 참여를 꺼리는 부분이 있을 것으로 사려 된다.
둘째, 문화다양성 교육프로그램은 대부분의 프로그램들이 한국문화교육, 전통체험교육 등 소수자 적응교육에 중심으로 두고 운영을 해왔으며 점차 타문화이해교육, 국제이해교육의 방식으로 운영됨을 알 수 있었다.
셋째, 국립박물관 문화다양성교육은 아직도 진행 중이며 담당자들은 문화다양성에 대해서 많이 연구하고 노력함을 알 수 있었다. 국립 박물관의 문화다양성 교육의 목적과 내용은 역사이해교육, 전통체험교육에서 더 나아가 서로 소통하고 이해할 수 있는 타문화이해교육, 양방향 소통프로그램으로 운영되는 교육프로그램으로 발전 할 것으로 보인다.
연구결과를 토대로 연구자는 박물관 문화다양성교육 활성화 방안에 몇 가지 제안하고자 한다.
첫째. 문화다양성시대 문화다양성교육이 교육정책의 화두에 올라있는 현재의 시점에서 차별 없고, 편견 없는 느낌으로 다가 갈 수 있도록 소수계층이 선택할 수 있는 기회의 폭을 넓히는 방향으로 나아가야 한다.
둘째, 박물관 문화다양성 교육프로그램을 역사 이해교육 뿐 아니라 가족, 지역, 세대, 민족, 생활문화 등 교육의 주제와 범주를 구체화시키며, 문화다양성교육이라는 큰 틀 아래 청소년, 공무원, 전문 인력을 위한 교육프로그램개발에 대한 진지한 방향 모색이 필요하다.
셋째, 중앙박물관 및 지방박물관의 전시연계를 이용한 교육프로그램의 다양화가 필요하며, 그와 더불어 지역 사립박물관 또는 미술관 등 사회기반시설과 연계하여 운영하여 문화다양성교육의 다양화를 추구하고자 한다.

다국어 초록 (Multilingual Abstract)

Along with the increase of marriage immigrant spouses and foreign workers, the number of multi-cultural families is increasing which is currently making up 2% of the families in Korea, and as the number of foreigners living in Korea increases an era of multi-culture has arrived.
This study was conducted to research Activating methods through the current situation of education programs of cultural diversity in museums which are most related to today’s cultures living in the multi-cultural society.
In order to do so, literature research was conducted to promote the understanding of cultural diversity in a multi-cultural society, research and analysis were carried out on the situation of cultural diversity education in the national museum to grasp the flow of cultural diversity education in domestic museums, and a qualitative research method was executed through interviews with museum managers to find out the characteristics and direction of the current museum’s cultural diversity education.
The contents derived from the results of the study are as the following.
First of all, cultural diversity education in museums have been actively ongoing since 2007 when multi-cultural policies were expanded, multi-cultural projects were actively carried out, and number programs increased until 2010, but they started to slowly decrease from 2011. This is considered to be partially because of unwilling people due to discrimination or prejudice of the minority group since the programs and projects were carried out by dividing the minorities.
Secondly, most educational programs of cultural diversity were carried out focused on the adaptation education of minority groups such as Korean cultural education, tradition experience education, and so on, which were slowly being operated in ways of teaching understanding other cultures and international understanding.
Thirdly, cultural diversity education in the national museum is still ongoing and the managers were putting much efforts into researching cultural diversity.
the purpose and contents of cultural diversity education in national museums are expected to develop from understanding history and tradition experience education into educational programs carried out as understandings of other cultures and bi-directional communication programs.
Based on the results of the study, the researcher intends to propose several methods for vitalizing cultural diversity education in museums.
First of all, currently at a point where cultural diversity education in the era of multi-cultures is an issue in education policies, the cultural diversity education should be carried out in a direction to broaden the opportunities for minority groups to select, so that the education can be approached without discrimination nor prejudice.
Secondly, there is a need for a sincere method for developing educational programs for teenagers, government employees, and expert personnels under the concept of cultural diversity education by specifying the subject and boundaries of the education in categories such as family, region, generation, ethnic, living culture, etc. rather than only focusing on history understanding education programs.
Thirdly, there is a need for a diversity of educational programs using exhibitions of national museums and local museums, and also pursuing diversity of cultural diversity education by operating social facilities in link with private museums or art galleries.
