가상가치평가법(CVM)을 이용한향교·서원 문화유산 활용 경제 가치 추정 = Estimating the Economic Value of Utilizing Hyanggyo·Seowon Cultural Heritage Using the Contingent Valuation Method(CVM)

국문 초록 (Abstract)

본 연구는 향교·서원 문화유산 활용의 경제 가치를 추정하고, 지불 의사에 영향을 미치는 변수를 분석하는 것을 목적으로 한다. 가상가치평가법(CVM)과 로짓 모형을 활용하여 2023년 향교·서원 문화유산 활용 프로그램에 참여한 관람객을 대상으로 설문조사를 하였다. 분석 결과, 제시금액이 향교·서원 문화유산 행사 참가비에 대한 지불 의사에 가장 큰 영향을 미치며, 성별, 연령, 방문 경험 또한 유의미한 변수로 확인되었다. 1인당 지불 의사 금액은 평균 25,359원, 절단 평균 24,252원으로 나타났으며, 이를 기반으로 향교·서원 문화유산 활용의 경제 가치는 약 52억 원으로 추정되었다. 본 연구는 문화유산 활용 정책에 대한 공공자금 투입의 당위성을 증명하고, 향교·서원 문화유산 활용의 정책 성과를 최초로 계량화하였으며, 지불 의사에 영향을 미치는 요인을 규명하였다. 또한, 본 연구는 국민에게 향교·서원 문화유산의 긍정적 인식을 높이고, 정책의 경제적 가치 평가를 위한 기초자료로 활용될 수 있을 것이다. 향후 연구에서는 문화유산 활용 전반에 대한 포괄적 연구와 관람객 대상을 확대할 필요가 있다. 특히, 지역 주민과 외부 방문객 간의 지불 의사를 비교 분석하는 것이 중요하다. 이러한 접근을 통해 보다 정확한 경제적 가치추정과 효과적인 정책 수립이 가능할 것으로 기대된다.

This study aims to estimate the economic value of utilizing Hyanggyo·Seowon cultural heritage and to analyze the variables influencing willingness to pay. A survey was conducted among visitors participating in programs utilizing Hyanggyo·Seowon cultural heritage as of 2023, employing the Contingent Valuation Method (CVM) and a logistic model. The analysis revealed that the presented amount had the greatest impact on the willingness to pay for participation in Hyanggyo·Seowon cultural heritage events, with gender, age, and visiting experience also identified as significant variables. The average amount individuals were willing to pay was found to be 25,359 KRW, with a cut-off mean of 24,252 KRW, leading to an estimated economic value of approximately 5.2 billion KRW for the utilization of Hyanggyo·Seowon cultural heritage. The results demonstrate the justification for public funding of cultural heritage utilization policies and quantify the policy outcomes related to Hyanggyo·Seowon cultural heritage for the first time, identifying factors influencing willingness to pay. This research can serve as foundational data for enhancing the positive perception of Hyanggyo·Seowon cultural heritage among the public and evaluating the economic value of related policies. However, future studies should encompass a broader examination of overall cultural heritage utilization and expand the target audience for visitors. It is also crucial to conduct comparative analyses of the willingness to pay between local residents and external visitors. Such approaches are expected to enable more accurate economic value estimations and effective policy development.
