보수당의 통치와 캐나다 의료보장제도의 변화 = The Conservative Rule and Changes in Health Care in Canada

다국어 초록 (Multilingual Abstract)

This article aims to examine if there has occurred a radical change in the Canadian social security system, in particular in the Medicare, since the inauguration of the neoliberal government. Following the neo-institutionalism or the new politics thesis, this paper assumes that even a strong neoliberal government cannot easily break down a social security program as long as it has developed a wide and strong interest among population and has a profound support from the people. It will be very hard for the neoliberal government to attack the Medicare, since it is a universalist social program, which generally has a strong interest with and support from the Canadian people. This paper analyzes the changes in health expenditure, distributive portion of federal-provincial- municipal governments in health expenditure, and users` fees, and shows that the framework of the Medicare remains practically intact during the five years` rule of the CPP in the sense that there is no change in the federal responsibility for the health care budget and the role of the private sector. It is also revealed that the Canadian people give an almost absolute support for the Medicare and regard it as the most important element in the national identity. The expenditure cut and the privatization of the Medicare is not an easy option for the neoliberal government to take.
