DTiMS 기반 국방연구개발 인력정보 관리방안 연구 = Research on Management Plan for Defense R&D Human Resource Information Based on DTiMS

다국어 초록 (Multilingual Abstract)

The R&D budget(29.8 trillion) accounts for 4.9% of the total budget(607.7 trillion) of South Korea in 2022, and the country investigates and analyzes how the budget is executed. Hence, R&D information has been collected, managed, and utilized for the effective execution and analysis of the budget, and the information includes research institute and researcher information. However, integrated R&D information management, including defense field participation period, percentage, and sanction at the national level, is limited because R&D information in the defense field is being managed individually according to the risk for technology · human resource leak, and defense characteristics. In addition, the utilization rate of defense R&D human resource information is extremely low when conducting various evaluation and advisory committee activities. Hence, this research analyzes the policy/regulation, information item, and service related to R&D human resource information by classifying them as project participant and expert information. Lastly, this research presents an improvement/management plan for defense R&D human resource information based on DTiMS(Defense Technology Information Service).

국문 초록 (Abstract)

`22년 기준 우리나라 전체 예산(607.7조) 중 연구개발 예산은 4.9%(29.8조)를 차지하며 국가 차원으로 이러한 연구개발 예산이 어떻게 사용되었는지에 대한 조사·분석을 매년 수행 중이다. 연구개발의 효율적 수행과 분석 및 성과확산을 위하여 정보관리 업무를 수행 중이며 이중 연구개발을 수행한 기관과 인력에 대한 정보 역시 체계적으로 관리 중이다. 하지만 범정부 차원으로 관리하는 타 부처와는 달리 국방분야는 사업(과제)의 비닉성과 기술인력의 유출을 방지하기 위하여 별도로 인력정보를 관리 중이여서 국가 차원의 참여율, 참여기간 및 제재적용 관리 등 공통적인 관리에 제한된다. 또한 각종 평가, 자문위원 섭외시 인력정보의 활용이 매우 저조하다. 이를 극복하기 위해 본 연구에서는 국가-국방간 인력정보 수집·관리 현황을 참여자와 전문가 정보로 구분지어 인력정보 관련 정책·제도 및 정보항목, 정보체계 제공서비스 측면으로 비교·분석하였다. 또한 국방기술정보통합서비스(DTiMS : Defense Technology Information Service, 이하 DTiMS)를 기반으로 국방분야의 인력정보 수집·관리·활용 측면의 개선방안과 제공서비스 안을 제시하였다.
