비전리 방사선(전자파) 안전관리 기반 마련 방안 연구 = Research on basic preparation plan for safety management of non-ionizing radiation(electromagnetic waves)

Sometimes, the wrong operation of the medical devices in the hospital is occurred by electromagnetic interference with other electric devices which are newly development for telecommunications. Therefore, they need to manage the performance and/or function for preventing the wrong operation of the medical devices. In addition, the objectively and scientifically researches for health hazard by the electromagnetic waves are needed. In this research, the methods of the preparation plan for safety management generated by the electromagnetic waves from the medical devices are drawn. For the study, the researching and politic trends of the international committees (CISPR, ICNIRP, IEEE, etc.) and the nations (USA, Japan, Europe, and Korea) are investigated. Also, we attended the international expert meetings and surveyed the newly trend reports for improving the research level and new information. The domestic and international EMF researches are classified, and the measurement equipment and environment are suggested as well. Finally, the present situation for the medical devices is analyzed, and the methods for the legal basis and the evaluation system are suggested for the follow-up management of the medical devices.

국문 초록 (Abstract)

무선통신 기술의 발달로 비전리 방사선(RF 전자파)에 의한 전파 간섭 등의 문제로 인하여 의료기기의 오작동이 발생할 수 있다. 따라서 의료기기의 오작동 방지를 위한 의료기기 성능관리 및 사후관리가 필요하다. 또한, 이러한 전자파가 인체에 영향을 미칠 수 있다는 객관적이고, 과학적인 증거 마련을 위한 연구가 필요하다. 본 연구에서는 의료기기로부터 발생하는 전자파의 안전관리 기반 마련 방안을 도출하고, 인체위해 평가 기반 마련 방안을 도출한다. 방안 도출을 위하여 CISPR, ICNIRP, IEEE 등 전자파 관련 전문기관 및 국가별 전자파 관련 활동 동향 및 정책동향을 파악하였고, 연구 수준의 향상과 최신 정보 동향을 파악하기 위하여 국제 전문기관의 전문가회의 및 최신 동향 보고서 검토를 통하여 조사를 실시하였다. 또한, 국내·외에서 시행 중 또는 시행한 전자파의 생체영향 연구 결과를 조사·정리하였으며, 전파를 측정하기 위한 측정 장비 및 환경 요구사항 등에 대해 정리하였다. 마지막으로 의료기기에 대한 현재 상황을 파악하고, 향후 의료기기의 사후 관리를 위한 법적 근거 마련 및 제도 도입 방안을 제시하였다.
