거버넌스 다중이해당사자의 목적 합치성과 참여 : 도시 에너지 전환 ‘에누리’ 사례를 중심으로 = Goal Consensus and Participation in Multi-stakeholder Governance: Case Analysis of the Urban Energy Transition ‘Enuri’ Project in Sinchon, Seoul

This study evaluates an urban energy transition program, Enuri Project in Sinchon, Seoul with a perspective of multi-stakeholder governance. When there are many involving actors in a local governance, it is critical to have a goal consensus for effective participation and program practice. This study aims to look at the relation between goal consensus among stakeholder and willingness to participate in a local government energy program. Our qualitative analysis finds that Enuri has mainly three different stakeholder groups (a local government, a managing NGO, shops) and they all have different goals and interests, which lower the participation and satisfaction. We argue that goal consensus matters in multi-stakeholder governance along with the influence of the program to facilitate stakeholders’ willingness to participate for energy transition in commercial area.

국문 초록 (Abstract)

본 연구는 다중이해당사자 거버넌스 시각으로 상업지구에서 진행된 도시 에너지 전환 프로그램인 ‘에너지를 나누는 이로운 공간(에누리)’ 사업을 분석한다. 도시 에너지 프로그램의 거버넌스에서는 다양한 당사자가 참여하지만 그들의 참여목적이 항상 일치하는 것은 아니다. 본 연구는 특히 이 점에 주목해 에누리 사업에 참여하고 있는 각기 다른 이해당사자(지방정부, NGO, 상점들)의 목적 합치성이 참여 수준과 인식에 어떤 영향을 주는지 보고자 한다. 다중이해당사자 거버넌스 시각은 지속가능한 개발을 위한 사회적·환경적 관리를 분석하는 틀로 거버넌스 참여 당사자 간 참여 목적 일치 여부, 프로그램의 영향력과 이해당사자의 참여 수준의 관계를 보기 위한 효과적인 방법이다. 인터뷰 데이터 분석 결과, 프로그램의 낮은 영향력하에서 프로그램과 거버넌스 참여자들의 상이한 목적은 참여수준과 만족도에 부정적인 영향을 주었다는 것을 확인했다. 특히 네트워크 차원의 목표와 개별 참여자의 목표가 상이한 경우 협치의 효과를 이끌어내기 힘들다는 점을 발견했다. 이에 본 연구는 참여적 도시 에너지 전환 프로그램의 발전을위해, 프로그램과 거버넌스 참여자 간 목적 합치성을 높이기 위한 소통, 유연성그리고 지원의 확대를 통한 프로그램 영향력 증대를 제안한다.
