한국의 도시 분야 국제개발협력의 방향성과 역할 : 지속가능발전목표(SDGs)와 새로운 도시의제(NUA) 간 상호연계성을 중심으로 = A New Direction and Accountability of the ROK’s International Development Cooperation for Sound Urbanization

The ‘New Urban Agenda(NUA)’ has recently been adopted at Habitat III, the first global conference after the Post-2015 agenda. Analysing the mutual inclusive nexus between NUA and SDGs, this study defines the concept of inclusive and sustainable city and safe city with disaster resilience, and suggest financing for development as a contributing factor for implementation. Taken the above concept and the factor into consideration, the study suggests how the Korean development cooperation actors - the public and private sector(NGOs) would explore their program for sound urbanization in the future by conducting case studies of a state-run KOICA and Habitat for Humanity Korea, a specialized INGO for urbanization.
A public sector should play as a platform of development cooperation and its implementation for inclusive and sustainable urbanization. With regard to safe city, it is necessary to apply a concept of ‘disaster risk reduction(DRR)’ to each planning and implementation stage of ODA programs and projects concerned. Further it is mandated to diversify financing mechanisms for narrowing the financing gap to implement international urban development. A private sector, mainly NGOs and CSOs is also required to implement projects aligned with NUA as well as advocacy strategies for tenure security. In addition, ensuring resiliency and safety needs be achieved through expansion of localized disaster risk reduction programs. At last, development finance model through public-private partnership is critical for implementing various urban development projects.

국문 초록 (Abstract)

본 논문은 유엔 지속가능발전목표(SDGs)와 유엔 해비타트 III 회의에서 채택된새로운 도시의제(NUA) 간 상호 연계성 분석을 통해 ‘포용성과 지속가능성을 갖춘 도시’와 ‘재난에 대한 복원력을 갖춘 안전한 도시’의 공통적인 개념과 이를 구현하는 데 필수적인 ‘개발재원’을 기여요소로 구성한 분석틀을 도출했다. 이를 토대로 도시 분야를 포함해 국제개발협력을 수행하는 정부기관인 한국국제협력단(KOICA)을 공적 영역으로 도시화 국제개발협력의 전문성을 갖춘 민간단체인 한국해비타트를 민간영역의 사례로 분석해서 향후 도시화 국제개발협력의 방향성을제시했다.
공적 영역에서, 첫째, 포용성과 지속가능성을 갖춘 도시화를 위한 개발협력의플랫폼 역할과 사업수행이 요구된다. 둘째, 안전한 도시와 관련한 재난위기 경감의 개념을 기존 도시 부문 ODA의 기획과 추진에 반영할 필요가 있다. 셋째, 도시화 ODA 사업에 필요한 재원을 조성할 수 있는 개발재원의 다양화와 확보체계구축을 지속적으로 추진해야 한다.
민간 영역의 경우, 첫째, NUA에 부합하는 도시분야 사업발굴과 주거권에 대한옹호활동이 병행되어야 한다. 둘째, 지역중심 재난경감사업의 규모와 질적 제고를통해 복원력기반의 안전성을 확보해야 한다. 셋째, 사업의 다각화와 더불어 재원조성을 위해 정부와 민간기업을 포괄하는 파트너십 형성이 필요하다.
