기초연금 효과성에 대한 서사적 문헌 고찰 = A Narrative Review on Effectiveness of Basic Pension

국문 초록 (Abstract)

본 논문은 기초연금정책의 효과성을 종합적으로 탐색하기 위해 PRISMA 2020에 기반하여 기초연금 효과를 실증분석한 학술논문 일체를 체계적으로 고찰했다. 이를 위해 기초연금이 도입된 2014년부터 2024년까지 출간된 논문들을 검토했으며, 기초연금의 효과로서 연구된 빈곤, 불평등, 소득, 소비, 경제활동, 부양부담(사적이전소득), 삶의 질 변화에 대한 양적연구 결과를 종합하여 기초연금정책의 효과성을 탐색했다. 선행연구는 대체로 기초연금이 노인들의 소득수준을 제고하고 빈곤 및 불평등 문제를 완화했다는 결론을 제시하고 있으나, 근로사업소득이나 사적이전소득 등이 감소하는 소득원간 구축효과로 인해 기초연금제도가 노인가구의 실제 경제 상태 개선에 미치는 효과는 미미하다는 평가도 존재한다. 이에 본 연구는 기초연금 선행연구의 주요 연구 결과와 논의를 기반으로 기초연금제도에 대한 정책적, 행정적 함의를 도출한 후, 동 제도의 실무적 개선방안 및 향후 연구 방향에 대해 논의한다.

Following the PRISMA 2020 guidelines, this paper systematically reviewed all scholarly articles that had empirically analyzed effects of the Basic Pension policy to comprehensively assess its effectiveness. This review included studies published from 2014, the year the Basic Pension was introduced, to 2024. By synthesizing quantitative research on the policy's effects on elderly poverty, inequality, income, consumption, economic activity, private transfer income, and quality of life, this paper examined its overall effectiveness. Previous research generally concludes that the Basic Pension has improved income levels of the elderly and alleviated poverty and inequality. However, some studies argued that the actual economic improvement for elderly households was minimal, as income substitution effects (e.g., reduced labor income or private transfers) diminished its impact. Drawing from main findings and discussions of prior studies, this paper derived policy implications for the Basic Pension policy and discussed practical improvement measures and directions for future research.
