2022 이탈리아 총선과 멜로니 정부의 과제 = 2022 Italian Political Elections and Main Policies of Meloni Government

다국어 초록 (Multilingual Abstract)

General elections of September 25, 2022 have been resulted in overall victory for Center-right parties. Giorgia Meloni administration was launched without severe trouble and, so far, acceptance of main policies is rather positive. Nevertheless, there is some possibility of frictions among partners of current coalition government among Fratelli d’Italia, Lega and Forza Italia.
This study attempts to analyze political elections of 2022 and presented its cabinet formation together with main polices adopted up to now. Contrary to diverse critical viewpoints, there is no chance for far right and Fascist political orientation. Rather more balanced and pragmatic lineaments are expected. Still, as to migration policy, Meloni administration seems to adopt a more tough and control-based ones.
Regarding negotiation with the EU, there is no way but to take moderate measures in receiving Next Generation Fund. However, it is also highly predictable that there might be some tensions in economic issues once the austerity policy seems unacceptable to Italian citizens who for years are suffering from a series of economic crises. This paper concludes that despite of diverse issues and conflicts durability and sustainability of Meloni government will prolong her mandate up to five years.

국문 초록 (Abstract)

2022년 9월 25일 치러진 이탈리아 조기총선에서 우파연합이 압승을 거두었다. 조르자 멜로니 총리를 필두로 연립내각이 구성되어 정부의 출범이 조속히 완결된 바 있다. 이차대전 이후 최초의 극우 정권이라는 일부의 평가에도 불구하고 파시즘의 망령이 되살아나리라는 주장은 과한 측면이 있어보인다. 실제 통치에서 보여주고 있는 모습은 중도우파의 실용주의적 정책이 주류를 이루고 있다. 다만 이민정책에서는 보다 강력한 통제 중심의 철학이 지배하고 있으며, 브뤼셀과의 관계에서도 긴축 위주의 경제정책에 반기를 들 가능성이 상존한다.
이 연구는 총선 분석과 함께 멜로니 정부의 정책노선을 진단하면서 정치변동적 시각에서 안정적 통치가 가능할 것인가에 초점을 맞추었다. 분석 결과 오년 임기를 채울 가능성이 있다고 보지만 동맹당이나 전진이탈리아 등 연립정권 파트너들과의 불화 내지 갈등이 정부의 붕괴를 야기할 수도 있다는 결과를 얻었다. 그러나 이 경우에도 또 다른 조기총선보다는 멜로니 2기 내각의 가능성이 더 커보인다는 점에서 상대적 안정성을 전망할 수 있겠다. 또한 야권 세력의 효과적인 대응이 관건인데 오성운동이나 민주당의 긴밀한 협력이 전제되지 않는 한 우파정부에 위협이 되기는 어려울 것이다. 결국 핵심 과제는 저조한 경제상황을 여하히 타개하여 이탈리아 국민들의 삶을 실효적으로 개선할 수 있는가이다.
