에너지 안보에 대처하는 중동부유럽의 선택: ‘초월하기’와 편승전략을 중심으로 = Energy policy of east and central European countries: focused on the ‘transcending’ and ‘bandwagoning’

국문 초록 (Abstract)

러시아 에너지에 절대적으로 의존해 있는 중동부유럽은 에너지 문제에 대해 EU와의 공동 대응을 추진하고 있지만 동시에 개별 국가별로 상이한 접근을 하고 있어 에너지 문제에 대한 조속한 해결은 어려운 상황이다. 만약 유럽연합이 러시아에 대해 공동의 대응을 한다면 문제는 단순해지겠지만, 개별 국가별로 러시아와 문제를 해결하는 사례가 늘어나면서 공동의 대응이 어려워지고 이로써 유럽연합 내에서도 에너지 문제를 둘러싼 이견이 나타나고 있다. 이런 배경에서 본문에서는 에너지 안보에 대한 개념을 통해 유럽연합 공동의 대응방안과 중동부유럽 각국의 대응방안을 분리해서 살펴본다. 그리고 각국별 에너지 전략을 ‘초월하기’-EU와의 공동 대응, 편승 그리고 양자의 혼합형 등으로 구분해 살펴본다. 우선 제2장에서는 기존의 안보의 의미를 확장해 에너지 문제가 단순히 정책에 한정되는 것이 아니라 안보의 개념으로 인식되고 있음을 확인하고 에너지 안보에 대처하는 중동부유럽의 선택을 ‘초월하기’-EU와의 공동대응, 러시아에의 편승 그리고 혼합정책으로 분리해 살펴본다. 특히 새로이 유럽연합에 가입한 중동부유럽 국가들의 경우 기존 유럽연합 국가들보다도 훨씬 더 에너지 종속이 심각한 수준에 이르렀기 때문에 유럽연합 수준뿐만 아니라 개별적인 대응을 하고 있음을 살펴본다. 제3장에서는 유럽연합의 에너지 문제 공동대응을 살펴보며, 4장에서는 중동부유럽 국가들의 대응을 사례별로 구분해 살펴본다. 이런 논의를 통해서 중동부유럽은 전통적인 안보뿐만 아니라 에너지 안보에서도 여전히 취약하며, 이에 대처하기 위해서는 국가별로 상이한 정책을 선택하는 것 보다는 오히려 공동의 대응이 적절한 위기 극복의 방안임을 제시한다.

다국어 초록 (Multilingual Abstract)

Since the east and central European countries have been taking different measures on the energy problem, it seems to be an impossible to settle the energy crisis for them which are almost totally dependent on Russian energy as soon as possible. If the European Union (EU) copes with it in combination with member states, the problem will be simple. But each countries have a tendency to take one’s own policy to solve energy problems. In this paper I try to analyze the energy policy of the EU and separate states through the concept on the energy security. Classifying the energy policy of the each countries into ‘transcending-uniform measures of EU,’ ‘banwagoning’ and ‘mixing the two measures’, I analyze the different policies which each countries of the east and central European states have taken. Since the CEE countries have been more dependent on the Russian energy than the west European countries, they will have to explore every possible avenue. With these different backgrounds, EU have a problem to cope with energy security in union. But it seems to be an advantage for CEE countries in union with the EU to cope with energy security.
