새롭게 발견된 〈集安高句麗碑〉는 高句麗의 律令과 王陵 守墓制에 대한 새로운 정보를 제공하고 있다. 〈집안고구려비〉에 나타난 고구려의 令은 왕의 敎를 법제화한 단행법령과 그 단행법령들을 집성한 것임을 확인할 수 있다. 이는 황제의 詔令을 법제화한 중국 秦漢代 법제와 유사한 측면이다. 고구려의 律 역시 수묘제와 관련한 행정법규적인 성격의 것이 있었음을 볼 수 있으며, 이는 율이 형법전만을 의미하는 것이 아니라 일반적인 법제 혹은 법전의 의미로 사용되었음을 확인시켜 준다. 이 역시 진한대 법제와 같다. 따라서 고구려 율령은 그 형식적인 측면에서 진한대 율령과 비슷하다는 것을 알 수 있고, 이를 통해 고구려가 일찍부터 樂浪郡 등 중국 군현과의 교류 속에서 중국 법제를 도입하여 자신들의 상황에 맞게 변용하여 사용했음을 짐작할 수 있다.
또 〈집안고구려비〉로 인해 〈廣開土王碑〉에 기재되어 있는 守墓人烟戶에 관한 법령들의 제정 목적과 순서, 그리고 수묘역 수행 인원수가 분명해졌다. 廣開土王代에 수묘인 연호의 혼동을 방지하기 위해 수묘인 烟戶頭의 이름을 새긴 석비를 세웠고, 또 수묘인의 매매를 금지하는 법령을 제정하였다. 하지만 수묘인을 체계적으로 차출하는 규정이 마련되지 않아 문제 발생의 소지가 있었기 때문에, 광개토왕의 유교를 받은 長壽王이 고구려 전역에서 수묘인연호를 차출하는 규정을 제정하여 〈광개토왕비〉를 통해 공시하였던 것이다. 아울러 광개토왕대까지 수묘역 수행 단위가 20가였던 것이 30가로 변화했음을 확인할 수 있다.

Newly discovered Jian-Goguryeo-Stele(集安高句麗碑) has provided new informations about Law Codes(Yul-Ryeong/律令) and System for guarding and managing royal tombs called Sumyoje(守墓制) of Goguryeo.
Ryeong(令) described upon Jian-Goguryeo-Stele was Royal order(王敎) refined into a form of legal clause and assembles of that. So we can call it GyoRyeong(敎令), and it is similar to the Qin(秦) and Han(漢) Dynasties’ Ryeong. Yul(律) written on the stele did not mean only penal code, administrative regulations were also included in it. This is also similar to the Qin and Han Dynasties’ Law system. Thus Goguryeo’s Law Codes, which can find out from the formal aspects are similar to the Qin and Han Dynasties’ Law Codes.
Jian-Goguryeo-Stele also shows the change of Goguryeo’s Sumyoje. It tells to us the sequence and purpose of the enactment of laws and regulations concerning the households assigned to the task of guarding and managing the royal tombs, called Sumyoin-Yeonho(守墓人烟戶), written upon King Gwang’gaeto-Stele(廣開土王碑). First, King Gwang’gaeto make a stone monument carved the name of the Head of Sumyoin-Yeonho in order to prevent the confusion of tending tombs. Then also promulgated regulation to prohibit the buying and selling of Sumyoin-Yeonho.
But In spite of these enactment of legislation, the problem still remained in Sumyoje. Because there was no provision to mobilize Sumyoin-Yeonho systematically, If some trouble happens to Sumyoin-Yeonho, Sumyoje does not work correctly. King Gwang’gaeto pointed that problem, and his son King Jangsu(長壽王) promulgated provision to mobilize Sumyoin-Yeonho from entire territory of Goguryeo, At that point, the number of Sumyoin-Yeonho increased from 20 to 30.
