지역사회서비스 전달 네트워크 거버넌스 유형에 대한 탐색적 연구: 서울시 자치구를 중심으로 = An Exploratory Study on the Modes of Social Service Delivery Networks

A search for an efficient and integrative social service delivery network has continued in the field of welfare administration, and an interest in network-based service delivery has exploded at the same time. However, the questions of who and how to manage or govern the networks have never been seriously taken up. In this regard, this study attempts to explore the patterns of network-based service delivery, based on the models of network management addressed by Provan and Kenis, in the context of the Korean social service delivery system.
The results show that despite the high level of institutional similarity, the two local governments of Song-pa Gu and No-won Gu actually have dissimilar service delivery network systems. This study identifies two types of network management models in social service delivery networks, of which the network administrative organization (NAO) model represents Song-pa Gu, while the No-won Gu network is defined as a mixed model of the NAO model and the lead-organization model.
Based on these results, this study argues that the centralized management system of social service delivery would not be effective at the local level, and service delivery by network without consideration of local context would easily fall into the implementation trap.

국문 초록 (Abstract)

사회서비스전달부문에서 네트워크를 통한 서비스전달의 효과성 증진과 서비스의 통합적 제공노력은 지난 10여 년간 지속되어 왔다. 하지만, 네트워크의 필요성에 대한 규범적인 담론의 정착에도 불구하고, 네트워크가 어떻게 관리되고, 누가 그 역할을 담당해야 할 것인지에 대한 연구는 여전히 많지 않은 상황이다. 본 연구는 서울시 노원구와 송파구의 사회서비스전달네트워크를 대상으로 각 자치구의 서비스전달 네트워크의 네트워크 관리자를 파악하고, 그 관리역할을 분석함으로서 Provan과 Kenis가 제시한 네트워크 거버넌스 모형의 이론적, 실증적 타당성을 평가하였다. 분석 결과 서비스전달네트워크는 제도적인 동질성에도 불구하고, 자치구별로 매우 다른 구조적 특성을 보이고 있었으며, 각 네트워크 관리자의 특성과 역할도 상이한 것으로 나타났다. 노원구의 네트워크 거버넌스의 유형은 네트워크 관리조직(NAO) 모형과 내부주도조직 유형의 혼합으로 분류되었으며, 송파구의 경우는 내부주도조직유형으로 정의되었다.
분석결과 지역사회의 특성에 따라 이에 적합한 사회서비스전달 네트워크 거버넌스 유형이 발전하고 있는 것으로 나타났으며, 이는 지역사회를 무시한 탈맥락적이고 일률적인 네트워크 관리 내지 거버넌스 정책을 만드는 것은 크게 효과적인 결과를 가져오지 못할 것이라는 것을 시사한다. 또한, 이론적인 측면에서 본 연구는 Provan과 Kenis가 제시한 이론모형이 어느 정도 설명력을 보여주고 있지만, 네트워크 거버넌스 이론모형이 우리나라에 그대로 적용되기는 어렵다는 것을 실증적으로 보여주고 있다.
