백제역사유적지구 세계유산 등재 이후의 문제 = A Study on the Problem in Baekje Historic Areas after being Listed as a UNESCO World Heritage

A Study on the Problem in Baekje Historic Areas after being Listed as a UNESCO World Heritage Lee, Shin-Hyo Baekje Historic Areas in Iksan, Gongju and Buyeo were applied for inscription as the world heritage in January 2014, and the report of 'Recommended Inscription' as the world heritage was submitted to UNESCO on May 4 this year. They are expected for sure to be formally inscribed as the world heritage by resolution at the 39th meeting of the World Heritage Committee to be held in Bonn, Germany in the beginning of July, unless there are otherwise variables.
This study was examined the issues of repair, daily maintenance and utilization of the cultural heritage in order to be prepared to deal with the problems after being Listed as a UNESCO World Heritage of Baekje Historic Areas The repair of the world heritage should be performed in the way that the outstanding universal value, authenticity and integrity of the world heritage can be maintained and its original form can be conserved. Although there are lots of difficulties to preserve the original state of the cultural heritage under the current circumstances, it may not be impossible to realize it if the principle and method of repair are fixed and carried out in the desired direction.
With regard to daily maintenance, the environment surrounding the cultural heritage may get easily damaged by increasing visitors after its inscription as the world heritage and may be negatively affected by traffic and construction of convenient facilities. Measures should be taken to prepare for this situation and to collect cultural tour guides as well. It is also necessary to conduct education, provide information and give lectures to people residing within the district of the world heritage in an effort to enlighten the residents to the importance of the cultural heritage and the needs of its conservation by themselves.
As for utilization of the cultural heritage, the characters of the local cultural heritage should be clearly defined in advance of education and continued efforts should be exerted to develop new images of it. Once Baekje Historic Areas are designated as the world heritage, it is desirable to develop tourist routes connecting tourist spots and old relics in the vicinity including the Archeological Site of Wanggung-ri and Mireuksa Temple Site. Besides. it would also be needed to selectively utilize current tourist resources like transportation, lodging, attraction, food and shopping and to study possibility of future civil investment in them.

국문 초록 (Abstract)

익산과 공주, 부여의 백제역사유적지구는 2014년 1월 세계유산 등재를 신청 하여 2014년 9월 현지 실사를 거쳐 올 5월 4일에는 세계유산 ‘등재권고’ 보고서가 유네스코에 제출되었다. 7월 초에는 특별한 변수가 없는 한 독일 본에서 개최되는 제39차 세계유산위원회에서 정식 등재를 앞에 두고 있다.
이 글에서는 백제역사유적지구의 세계유산 등재 이후 변화에 대처하기 위해 문화유산의 정비와 일상관리, 문화유산의 활용 문제를 검토해 보았다.
세계유산의 정비는 당해 유산의 탁월한 보편성과 진정성, 완전성을 유지하고 원형을 보존하는 방향으로 진행 되어야한다. 그러나 현재 시행되고 있는 여건 아래에서는 문화유산의 원형 보존에 많은 어려움이 있지만 정비의 원칙과 방법을 정하고 일정한 방향으로 추진한다면 불가능한 것만은 아닐 것으로 생각한다.
문화유산의 일상 관리는 세계유산 등재 이후 증가하는 관람객에 의해 문화유산의 훼손과 교통, 주차 등 편익시설의 설치로 인한 주변 환경에 영향을 줄 수 있어서 이에 대한 준비와 함께 해설사 확보가 요구된다. 또한 세계유산 내에 거주하는 지역주민을 위한 교육과 홍보, 교양강좌 등을 통해 문화유산의 중요성과 보존 필요성을 주민 스스로 인식할 수 있게 만들어야 한다.
문화유산의 활용과 관련해서는 교육 이전에 지역 문화유산에 대한 성격을 명확히 하고 새로운 이미지 개발을 위한 지속적인 연구가 필요하다. 세계유산으로 등재 되면 왕궁리유적이나 미륵사지와 함께 주변유적과 주변지역의 관광자원을 연계한 관광코스 개발이 요구된다. 또한 교통, 숙박, 볼거리, 먹거리, 살거리 등의 관광자원은 현재 상태에서 선별하여 활용하고 향후 민간투자가 검토되어야 할 것으로 생각한다.
