북한의 대남정책변화와 교회의 대응 = Changes in North Korea’s Policy toward South Korea and the Church’s Response

국문 초록 (Abstract)

해방 이후 북한은 민족해방 전술에 근거하여 미국의 압제와 괴뢰정권으로부 터 시달리는 남한 민족을 해방시키고 남한에 북한 정권을 이식시키는 것이었 다. 이러한 정책은 김일성 시대부터 김정은 정권까지 지속적으로 유지되고 있 다. 따라서 이들은 봉남통미 정책을 사용하고 있었다. 그러면서도 이들은 연방 제 통일을 앞세워 대화와 도발을 병행하고 있다.
그러나 북한의 경제개발 실패와 잇따른 고난의 행군을 지나면서 수백만의 북한 주민이 아사하고 말았다. 이후 김정일 시대 그들은 김대중 대통령의 햇볕정책 에 힘입어 남한을 통하여 미국과 거래하려고 하였다. 문재인 정부 시절 북한의 김정은은 한반도 평화 분위기에 편승하여 미국과 두 차례 협상을 시도하였지 만, 핵 폐기 문제 실패로 합의에 도달하지 못하였다. 그리고 북한은 핵무기에 더 집착하며 끊임없는 도발을 하고 있다. 현재, 북한의 김정은 정권은 남한과의 대화를 거부하고 남북한 모두 극단적인 행동을 일삼으며 일촉즉발의 전쟁위기 에 직면해 있다. 이러한 때 한국교회는 한반도 긴장완화를 위해 북한에 인도적 인 지원 및 현 정부로 하여금 북한과의 대화에 나서도록 영향력을 행사하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

After liberation, North Korea used national liberation tactics to liberate the South Korean people suffering from American oppression and puppet regime and transplant the North Korean regime to South Korea. This policy has been continuously maintained from the Kim Il-sung era to the Kim Jong-un regime. Therefore, they were using the policy of South Korea is blockaded and communicates with the United States America. However, they are simultaneously engaging in dialogue and provocations under the guise of federal unification However, due to North Korea’s failure in economic development and the subsequent Arduous March, millions of North Korean residents starved to death. Afterwards, during the Kim Jong-il era, they attempted to trade with the United States through South Korea thanks to President Kim Dae-jung’s Sunshine Policy.
During the Moon Jae-in administration, North Korea’s Kim Jeng-un took advantage of the atmosphere of peace on the Korean Peninsula and attempted negotiations with the United States twice, but failed to reach an agreement due to failure on the nuclear dismantlement issue. And North Korea is more obsessed with nuclear weapons and is carrying out constant provocations. Currently, North Korea’s Kim Jong-un regime is refusing dialogue with South Korea and both North and South Korea are taking extreme actions and are facing the brink of war. At times like these, the Korean church should provide humanitarian support to North Korea and influence the current government to engage in dialogue with North Korea in order to ease tensions on the Korean Peninsula.
