사전투표 유권자의 특징 변화 = Changes in characteristics of Early Voters

다국어 초록 (Multilingual Abstract)

The purpose of this study is to investigate how characteristics of early voters have been changed in the four nationwide elections. To this end, the study examined previous studies analyzing early voters and investigated their general characteristics. In addition, the study analyzed the characteristics of early voters in the 2018 local election and compared them to other previous early voters. In particular, the study looked at the characteristics and changes of early voters in four nationwide elections from the 2014 local elections to the 2018 local elections.
Results show that early voters are not voting abstainers who did not participate in elections. Rather they are voters who generally cast ballot in elections. This means that the early voting system does not have an influence on turnout. Instead, the system has the effect of dispersing the votes of the electorate who generally participate in elections. Likewise, the study finds that the voters who participated in the elections through the early voting system have been increasingly changed since the early voting system was adopted in the 2014 local elections. Early voters are very interested in politics and have strong party-identification. The are different from the other voters. This suggests that discussion be necessary to redefine and characterize early voters.

국문 초록 (Abstract)

본 연구는 네 번의 전국단위 선거에서 사전투표 유권자들의 특징은 어떻게 변해왔는지 알아보는 것을 목적으로 한다. 이를 위해 사전투표 유권자에 대해 분석하고 있는 국내외 연구들을 살펴보고 이들의 특징은 무엇인지 알아보았다. 또한, 이번 2018년 지방선거 사전투표 유권자들의 특징은 무엇인지 분석해보고 과거 다른 선거 사전투표 유권자와 비교해 보았다. 무엇보다 2014년 지방선거부터 2018년 지방선거까지 네 번의 전국단위 선거에서 사전투표 유권자들은 어떻게 변화했는지 알아봄으로써 사전투표 유권자의 특징과 변화를 살펴보았다.
분석 결과 사전투표 유권자는 과거 선거에 참여하지 않은 투표 기권자라기보다는 선거에 일반적으로 참여하는 유권자로 사전투표제를 통해 일찍 선거에 참여한 것임을 알 수 있었다. 이는 사전투표제가 과거에 투표하지 않은 새로운 유권자를 끌어들여 투표율을 제고시키는 효과보다는 기존에 선거에 참여하는 유권자들의 투표를 분산시키는 효과가 있음을 말해주는 것이다. 또한, 2014년 지방선거에서 사전투표제가 전국 단위 선거에서 처음으로 도입된 이후 사전투표제를 통해 선거에 참여하는 유권자들은 점점 달라지고 있음을 알 수 있었다. 사전투표 유권자는 정치에 대한 관심이 매우 높고 정당 일체감도 강한 유권자로 다른 유권자들과 점차 다른 모습을 보이고 있다. 이는 과거 사전투표 유권자는 투표 기권자인가 아니면 일반적으로 투표에 참여하는 유권자인가의 질문에서 벗어나 사전투표 유권자를 새롭게 정의하고 특징을 분석하는 논의가 필요하다는 점을 말해주는 것이다.
사전투표제가 투표율에 미치는 영향력이 제한적이지만 사전투표제는 투표 기회를 확대하였다는 점에서 커다란 의미를 찾을 수 있다. 사전투표제 도입 이후 현재까지 유권자들의 투표 참여 방식을 변화시켰고 공식 선거일의 분위기도 변화시켰다. 사전투표제가 앞으로 어떻게 유권자들의 행태를 변화시킬 것인지 지켜봐야 할 것이다.
