순천시 공영자전거 이용실태 및 개선방안 연구

Although a lot of efforts have been made to dynamize the utilization of public bicycles, there are basically various problems with the national policy about that, and it's necessary to check public bicycle facilities and consider the opinions of users.
The purpose of this study was to examine the use of public bicycles and to seek reform measures in Suncheon-city.
The city of Suncheon was selected in this study, which was the only selected bicycle hub city in South Jeolla Province in 2010. It's basically meant to investigate the use of public bicycles, the importance of public bicycle facilities, satisfaction with the facilities and the relationship between importance and satisfaction in that city.
The major findings of the study were as follows:
1. As a result of analyzing how much the residents made use of bicycles, those who were in their 20s made up the largest user group. As for the object of using bicycles, they used bicycles primarily to enjoy nature and as one of leisure activities. They did that once to four times per month on the weekends or holidays in every season.
2. As a result of making an ISA(Importance-Satisfaction Analysis) of the public bicycle facilities, it's found that the connection of roads should be taken into account when bicycle roads are expanded, and the preparation of safety facilities was urgently required to ensure the safety of users at night. Unmanned bicycle rental centers and related facilities were mostly located in Dongcheon(東川) and residents in the other areas complained they had lots of difficulties in using bicycles. Plenty of unmanned bicycle rental centers and bicycle facilities should be installed to step up the use of public bicycles.
Suncheon-city should seek various ways to boost the use of private-owned bicycles as well as of public bicycles in a move to take the initiative in creating a clean urban community whose quality of life is good. The findings of the study are expected to provide information on the revitalization of public bicycles and on the planning, design and management of public bicycle facilities in Suncheon-city.

국문 초록 (Abstract)

공영자전거를 활성화시키기 위하여 많은 노력을 기울였음에도 불구하고, 공영자전거 정책은 여러 가지 문제점을 낳고 있다. 이에 공영자전거 이용 시설의 전반적인 점검 및 이용자의 의견반영에 대한 필요성이 제기 되고 있다. 따라서 본 연구는 순천시 공영자전거의 이용실태를 조사하고 문제점을 인식하여 개선방안을 도출하고자 하였다.
본 연구에서는 2010년 전남도내에서 유일하게 자전거 거점도시로 선정된 순천시를 대상지로 선정하고, 공영자전거 이용실태 및 이용환경에 대한 중요도와 만족도를 측정하여 분석하고, 중요도와 만족도와의 관계성을 파악하고자 한다. 수집한 설문조사 결과는 빈도분석, 요인분석, 일원배치분산분석, 회귀분석, 교차분석, 중요도-만족도분석 등을 이용하여 분석하였다.
연구결과를 요약하면 다음과 같다.
1. 이용실태조사 분석결과 자연감상 및 레저를 주 이용목적으로 이용하며, 월 1-4회정도 이용하는 것으로 나타났다. 이용일은 주말이나 공휴일이 가장 많았고, 사계절 이용하는 것으로 나타났다.
2. 순천시 공영자전거 이용환경에 대한 중요도-만족도 평가 분석 결과, 앞으로 개선 및 유지해야 할 사항으로는 자전거도로 확충시 도로의 연결성을 고려해야 하며, 야간 이용자들을 위해 안전시설을 시급히 마련하여야 할 것으로 판단된다. 또한 무인대여소 및 자전거 시설은 동천(東川)을 중심으로 분포되어 있어 그곳을 제외한 다른 동의 거주자들은 이용 시 많은 불편함을 호소하고 있는 것으로 판단된다. 그러므로 전체적으로 많은 무인대여소 및 자전거시설을 확충시켜 공영자전거 이용을 활성화하는데 노력해야 할 것으로 판단된다.
순천시는 이러한 여러 가지 방안들을 모색하여 자전거이용을 활성화시켜 자전거 이용이 안전한 도시, 환경이 깨끗한 도시를 만들어 나가는데 앞장서야 할 것으로 사료된다. 나아가 본 연구의 결과는 차후 공영자전거 활성화 및 순천시 공영자전거 시설의 계획ㆍ설계ㆍ관리 등을 위한 기초 자료를 제공할 것이다.
