The objective of this study is 1) to enlighten the interests of those who are concerned with urban renewal project 2) to consider better policy alternatives by inquiring into problems related with urban renewal projects by cities of Korea, and 3) to try to establish direction of future urban renewal project.
The urban renewal project by the cities of Korea has the following characteristics: 1) it has involved mainly redevelopment of the area affected 2) it has been genernal toward building conglomeration of residential houses in place of squatter area and toward building business and commercial buildings in downtown area in consideration of usefulness and profitability of land, 3) it has been carried out section by section, 4) application of land-expropriation to be used for community facilities and expropriated for the purpose of zoning, and 5) lack of participation by residential people in the renewal project.
The goal of renewal policy Korean cities should be 1) set to strongly restraining new recurrence of slum residential area by squatters, 2) considered in terms of the long and integrated city development project in line with the local and national development projects, 3) programmed to take advantage of positive elements inherent with slum housing area and to improve environment by inducing latent power of people in the area toward constructive aspect 4) to refrain from using redevelopment of squatter area, and to provide when absolutely unavoidable, method of compensation for loss and inconvenience suffered by the people, and 5) to provide mechanism wherein private funds as well as public can be channel into renewal project in squatter area.
