청소년수련시설의 연계·협력을 위한 조직문화모형에 관한 연구 : 서울·경기 수도권 시설을 중심으로 = A Study on the Modeling of Organizational Culture for Linkage & Cooperation among the Youth Center Facilities.

국문 초록 (Abstract)

본 연구는 청소년수련시설의 연계·협력을 위해 내부의 조직문화를 검토하고, 이를 토대로 향후 청소년수련시설의 연계·협력에 적합한 조직문화모형을 제공하고자 하였다.
이를 위하여 본 연구에서는 McKinsey의 7S 모형(7S Model)의 조직문화 진단을 위한 기업구성요소 개념을 바탕으로 청소년수련시설 연계·협력에 필요한 세부 변인을 추출하고 설문지를 작성하였다.
서울·경기 수도권 소재 청소년수련시설 및 관련 단체에 배포하고, 회수된 138개 응답지를 대상으로 청소년수련시설의 내부 조직문화를 분석하였는데, 분석을 요약하면 다음과 같다.
1) 응답자 중 20∼30대의 고학력 종사자들은 청소년수련시설(단체)의 연계·협력에 관해 매우 필요하다고 인식하면서도 실제로는 기관 내부적 측면에서 한계가 있음을 지각하고 있었다.
2) 연계·협력과 관련해서는 경기도 지역이 매우 개방적인 분위기를 보였다. 총근무년수가 높을수록 시설(단체) 간 연계·협력에 대해 긍정적인 평가와 함께, 시설장이나 연령이 높은 집단일수록 그리고 근무년수가 높을수록 정부 중심의 연계·협력을 위한 구조적 틀이 만들어지기를 희망하고 있었다.
3) 현재 대부분의 청소년수련시설이 독자적 형태로 위탁 운영을 하고 있지만 기관장의 의지나 시설 실무자의 노력에 따라서 보다 적극적인 연계·협력의 가능성은 매우 커질 수 있음을 나타내고 있었다.
4) 청소년수련시설과 단체와의 연계활동을 위한 교육 참여 욕구에 있어서 서울 지역은 경기 지역에 비해 타 기관에 대한 연계·협력이 쉽지 않다고 응답한 반면, 청소년문화의집은 긍정적인 수준이었다.
5) 지역 내 청소년시설 간의 연계·협력을 형성하는데 바람직한 모형으로는 지역권역 중심형을 가장 선호하였고, 그 다음으로는 프로그램 중심형을 요구하고 있었다. 그리고 청소년수련관 중심형은 지역이나 프로그램 중심형보다 낮은 수준을 보였다.
6) 연계·협력에 대한 조직문화유형에서 시설장들은 대부분 긍정적인 판단을 하고 있었지만, 세부요소를 파악해 보았을 때 타 기관과의 연계·협력을 위한 운영규정이나 세부규정 등을 갖추지 못하고 있음으로써 통상적으로 보면 연계·협력에 대한 장기적 비전과 전략을 시급히 수행해야할 필요가 큼을 알 수 있었다.
7) 7S 조직문화 분석 결과, 각 집단별 연계·협력의 세부요인의 차이를 보면 실무자 그룹은 공유가치와 인적자원을 강조하였으나 시설장 그룹은 인적자원을 중요한 변인으로 제시하였다.
8) 향후 청소년수련시설의 연계·협력에 대한 방향으로는 협의체 구성, 온·오프라인 채널 구성, 권한이양을 전제로 한 조직 간 수평적 관계 유지, 행정기관의 예산 지원, 청소년특화시설 중심의 공동사업 개발 등이 이루어져야 함을 제시하였다.
이러한 연구 결과를 기초로 청소년수련시설의 연계·협력을 강화하기 위하여 다음과 같이 제언을 하고자 한다.
첫째, 청소년수련시설의 연계·협력에 대한 필요성은 어느 정도 지각하고 있었으나 이를 구체화하려는 평가지표의 개발, 정책에서의 수용 등을 고려하는 실제적인 노력 등이 정책부서에서 고려되어져야 할 것이다.
둘째, 청소년수련시설의 연계·협력에 대한 정책 및 행정적 지원 체계를 구축하기 위한 후속적 연구가 진행됨으로써 청소년을 위한 수련시설의 존재와 위상을 높이는 방안이 적극 고려되어져야 할 것이다.
셋째, 청소년수련시설의 연계·협력의 연구 대상으로 서울 및 경기지역을 중심으로 하였으나 앞으로는 이를 전국적으로 확대하여 지역에 따른 편차와 강조점 등을 체계적으로 분석하는 노력이 배가되어져야 할 것이다.
넷째, 청소년수련시설의 홍보 시스템이 통합되어 서울·경기 수도권의 청소년수련시설이 지역권역별로 묶여 홍보되도록 해야 할 것이다. 그러한 작업에는 정부의 청소년행정체계 내에서의 지원이 필수적이라 하겠다.
다섯째, 청소년수련시설의 수탁과 관련된 청소년단체들의 인식 전환은 청소년수련시설 간 연계·협력의 핵심이라고 할 수 있다. 각급의 다양한 청소년단체 소속의 청소년수련관 단위별 프로그램의 질적 향상도 중요하겠지만, 무엇보다도 해당 프로그램을 통해서 발전되는 지역 내 청소년들의 성장과 더 나아가서 지역의 발전을 최우선으로 여기는 유연한 자세가 요구된다고 하겠다.

다국어 초록 (Multilingual Abstract)

This study is to examine an inside organization culture for linkage and cooperation among the youth center facilities and to provide the researchers with the model of the organization culture to be suitable to linkage and cooperation among the youth centers on the basis of them hence.
This study for them made up the questionnaire which is extracted a detailed major transformative cause to meet the needs of linkage and cooperation among youth center facilities on the basis of concept of enterprise structure factors in order to make one’s diagnosis of organizational cultures with McKinsey's 7S Models.
These questionnaires were distributed to the relevant organization and youth centers in Gyungki, Seoul and the metropolitan region, so that this researcher analysed the inside organizational culture of youth center facilities to make 138 response papers of the returned questionnaires an object of this study.
To sum up, the main results are as in the following,
1) While the employees of a high educational career in 20's-30's of the respondents are fully aware of the importance of the matter for linkage and cooperation among the youth center facilities(groups), they have actually perceived a limitation because of an internal cause in the institutions.
2) In connection with linkage and cooperation among them, it has showed a very open-hearted atmosphere in Gyungki-do region.
The higher the employees is in the total length of their service. they have positively set the higher value on linkage and cooperation among youth center facilities(groups) and the higher the head of an facilities or a group is in their age. they have desired to make the structural frame for linkage and cooperation centering around the government.
3) In the majority of case at present the youth center facilities are running in a fashion unique to themselves by a contracted operation but the possibility for an active linkage and cooperation would be greater in accordance with will of the head of an institutional organ or effort of the worker of institutions.
4) For an educational participative desire of a linkage activity with other organizations and youth center facilities, the respondents replied that Seoul region was no easy matter to make linkage and cooperation with the other institutions as compared to Kyungki-do region but showed a positive levels for the youth cultural houses.
5) As a desirable model to form linkage and cooperation among the youth centers within the region, they have preferred that of the regional-centered formation, secondly, program-centered formation, and then the youth training institution-centered formation showed a lower level than the regional-centered formation or program-centered formation.
6) For the organizational cultural type for linkage and cooperation, while the heads of institutions have a positive judgment, as grasp the detailed factors, we could usually know that it is necessary to do performance a long-run vision and strategy for linkage and cooperation at once because it did not furnish a detailed provision or an operational rule for linkage and cooperation with other institutions.
7) In the analytic results of the organizational culture by McKinsey's 7S Models to find the difference among the detailed factors of linkage and cooperation by groups, the working-level groups stressed the common values and human resources but the head-level groups of the institutions presented human resources as its major transformative cause.
8) As the direction for linkage and cooperation among the youth center facilities hence, they presented to make the development for a joint business of the juvenile specialization institution-centered, support of the budget by an administrative organ. maintaining a horizontal relations among organization to set a transfer of power forth as a premise, structure of on & off line channel, and a formation of a conference body.
The researcher proposes as in the following in order to make linkage and cooperation among the youth center facilities on the basis of the result of this study.
First, they have a certain degree of perception for necessity, however the policy makers of the post have to consider an actual effort to accept the development and policy of an appraisal standard index in order to concrete them.
Second, the following study has to be proceeding in order to establish the policy and administrative support system for linkage and cooperation among the youth center facilities, so a plan in order that they could heighten the valuable position and existence of the youth center facilities has to be considered positively.
Third, This thesis has mainly made Gyungki region and Seoul an object of study for linkage and cooperation among the youth center facilities, however the following researchers in the future will have to redouble their exertions to analyze declination and emphasis in accordance with regions through nationwide extension systematically.
Fourth, the P.R. system of the youth center facilities has to be unified and perform the public relations of the youth center facilities in Kyungki, Seoul and Metropolitan by regions. We could say that a support within an administrative system for youth is a prerequisite to such a work project.
Fifth, the new cognitive significance which the youth organizations related to the trust system of the youth center facilities will be awakened to is namely the heart of a question of linkage and cooperation among the youth center facilities.
Of course, it is important that the youth center facilities belong in various youth organizations improve quality for programs by units.
But, first of all, we should take the things more flexibly, that is, a community development as well as a youth growth with the region to develop through relevant programs should furthermore take precedence over the others.
