지속가능발전의 불교적 이해 = Understanding Sustainable Development as a Buddhist Perspective

국문 초록 (Abstract)

경제적 가치에 대한 평가가 사회전체에 미치는 영향은 매우 크다. 또한 경제적 가치, 시장주의, 상업화에 대한 지나친 강조는 우리의 정신적 가치와 포괄적인 삶의 질에 부정적인 영향을 미친다는 논의도 있다. 최근 정부는 녹색성장정책을 적극적으로 추진하면서 환경과 경제의 상생을 목표로 설정하고 있다. 이러한 논의는 과연 불교적 관점에서 경제적 가치, 경제 성장이 어떠한 의미를 갖는가에 대한 접근이라고 볼 수 있다. 불교적 경제관은 주류경제학이 제안하는 다양한 경제적 용어와 논리를 보다 확대하고, 높은 차원에서 포괄하여 설명한다. 지속가능한 발전과 관련하여서도 경제주체와 경제적 목표를 양적 지표나 제한적인 자본의 영역에서 벗어나, 사회적, 문화적 가치에 대한 고려를 통하여 포괄적인 삶의 질 증대, 행복의 달성을 목표로 하고 있다. 이러한 관점은 주류경제학의 기본이론에 대한 반론의 성격보다는 주류경제학의 접근이 포용하기 어렵거나, 이론적 접근에서 상대적으로 강조하지 않고 있는 분야에 대한 재해석의 측면으로 이해될 수 있다. 따라서 지속가능한 발전에 대한 논의에 있어서도 약한 지속가능성 정의와 강한 지속가능성 정의를 좁은 의미의 경제학적 해석으로 분석하는 것보다 불교적 경제관을 통한 해석할 경우 개념적으로나 정책 실무적으로도 유용한 접근이 가능하다. 본 논문에서는 앞서 설명된 몇 가지 논의와 비교에 근거하여 정리하고자 한다.

다국어 초록 (Multilingual Abstract)

Economic approaches are having an increasingly substantial effect on our societies for decades. Recently it is getting more important to harmonize economic development and other intangible values, including environmental, communal and spiritual values over generations. Buddhism is regarded to offer to balance these effects. The concept of "Sustainable Development (SD)", first introduced in "Our Common Future" of the Brundtland Report, in 1987, refers to environment-friendly development that does not hurt the development potential of future generations, while satisfying the needs of development in the current generation. Buddhism, with its extensive research on the human condition, altruism and value system, is offering consistent and holistic explanation of Sustainable Development by incorporating spiritual, environmental, and inter-generational consideration of tangible and intangible values. The objectives of Buddhist economics can be achieved if sustainable development, as a strong form, is measured in terms of economic development, education, health, and the preservation of culture and nature, while based on principles of inclusiveness, ethics, freedom and competition.
