This paper investigated the trend of corruption under the transition of financial system, 1392~1945. We made a corruption model and focused on principal-agent problem, rent-seeking, and property rights. Theoretically, it seems that the level of the corruption of tribute sysem is higher than that of contract system, but corruption did not decrease straightly. Corruption increased with the development of market economy after the change of tribute system and partial coin-payment of tributes by daedongburp in seventeenth century, and the introduction of contract system by the reform of 1894 could not reduce corruption. The corruption cases involved with public civil engineering in colonial Korea show that we can not use the contract system of the competitive market system without cost.
