지역 정주형 외국인 유학생 유치 정책의 현황 분석 및 시사점 = A Study on the Current Status and Implications of the Policy of Attracting Foreign Students for Regional Settlements

국문 초록 (Abstract)

이 연구는 정부 주도의 국내 외국인 유학생 유치 정책의 흐름을 검토하고, 최근 지역 대학이 추진하고 있는 대학 지원 정책의 사례를 바탕으로 지역 정주형 외국인 유학생 유치 현황을 분석하고 시사점을 도출하는 데 목적이 있다. 이를 통해 지역 정주형 외국인 유학생 유치 정책 과정에서 나타나는 문제점을 파악하고 단순한 학업을 넘어 취업 및 지역 사회 정착까지 연계될 수 있는 정책적 시사점을 제언하였다.
사례 분석 결과 지역 정주형 외국인 유학생 유치를 위해서는 유치에서 학업, 취업, 정주까지 연계되는 체계적인 정착 구조 시스템을 구축하고, 대학-기업-지자체-정부가 유기적인 협력 체제를 이루어 정책적 지원을 강화하는 것이 필수적임을 확인하였다. 특히, 외국인 유학생의 입학 요건 완화, 비자 제도 개선, 취업 연계 프로그램 확대, 지역 사회와의 교류 활성화 등이 중요한 요소로 분석되었다. 그러나 현 정책이 지역 대학의 재정 위기 해결에 초점이 맞춰져 있어 실질적인 유학생 정착을 위한 교육 및 취업 연계의 내실화가 필요함도 지적하였다.
본 연구는 국내 유학생 유치 정책의 흐름과 지역 정주형 유학생 유치 전략 사례를 종합적으로 분석하여 향후 국내 대학의 외국인 유학생 유치를 활성화하고 지속 가능한 정착 지원 정책을 마련하는 데 유용한 기초 자료로 활용될 수 있을 것이다.

The purpose of this study is to review the flow of the government-led policy to attract foreign students in Korea, analyze the status of attracting foreign students in the region based on the case of the university support policy recently promoted by local universities, and derive implications. Through this, we identified the problems that appear in the process of the policy to attract foreign students in the region, and suggested policy implications that can be linked to employment and community settlement beyond simple studies.
As a result of the case analysis, it was confirmed that in order to attract local resident foreign students, it is essential to establish a systematic settlement structure system that connects from attracting international students to study, employment, and settlement, and strengthen policy support by establishing an organic cooperation system between universities, businesses, local governments, and governments. In particular, easing admission requirements for international students, improving the visa system, expanding employment linkage programs, and activating exchanges with local communities were analyzed as important factors. However, it was also pointed out that since the current policy is focused on solving the financial crisis of local universities, it is necessary to internalize education and employment links for practical settlement of international students.
By comprehensively analyzing the flow of domestic international student attraction policy and regional settlement-type international student attraction strategy cases, this study can be used as basic data to promote foreign student attraction in domestic universities and to prepare sustainable settlement support policies in the future.
