개발도상국의 대부분 농촌지역은 심각한 빈곤 속에 살고 있다. 이러한 농촌사회는 기반시설이 부족하여 환경오염과 기후변화와 같은 악영향에 매우 취약하다. 농촌지역에서의 이러한 수많은 문제를 해결하기 위해 세계은행의 지원을 받는 우간다를 포함한 몇몇 개발도상국은 지역투자 및 지방정부와 지역자원을 향상 시키는 공동체 주도 개발접근법을 사용하여 프로젝트를 수행했다. 또한, 청소년, 장애인 및 여성과 같은 취약계층에게 탄력성을 부여 할 권한을 부여해야한다. 그러나 우간다에서 CDD프로그램은 이 지역의 취약 계층에게 권한을 부여하고 빈곤을 완화시키는 확실한 증거를 보여 주지 못했습니다. 지역 수혜자들은 프로젝트 참여자 선정이 차별적이고 정치적이며, 공적자금의 오용이 있으며 의사결정이 “하향식” 접근에 치우쳐져 있다고 주장했습니다. 이를 고려하여 본 연구는 CDD가 여성의 권한부여, 실행전략 및 과제에 미치는 영향을 조사하고자 한다.
이 연구는 연구의 핵심목표를 다루기 위해 질적 및 양적 데이터를 사용한다. 우간다의 캄팔라(Kampala-district) 도시협의회의 CDD 프로그램 여성 수혜자 200명, 주요 정보 제공자 5명, 지방정부공무원 10명은 반구조화된 설문지를 이용한 설문조사를 통해 인터뷰를 진행했다. 연구 결과에 따르면 프로젝트 시행 전에 지방정부공무원, 지역주민 및 본부의 다른 이해 관계자와 관련하여 필요성 평가가 실시되었다. 프로젝트의 실행은 현지 사람들이 의사결정 과정에 협의되고 참여하는 “상향식” 접근방식을 사용하여 수행되었다. 수혜자는 주로 지역개발사무국(CDO)를 통해 프로젝트 참가 신청을 했고, 그들은 그룹으로 일 할 의사가 있고, 나카와(Nakawa)지부의 거주자이며, 18세 이상이며 취약 계층일 뿐만 아니라 프로젝트를 수행할 장소가 있어야한다.
또한 결과는 이 프로젝트의 여성들이 소득, 교육 및 공개담론이나 활동에 참여 하는것과 같은생활조건의 현저한 증가를 경험하지 못했음을 보여주었다. 지역사회의 활동성, 신뢰, 네트워크 및 행복도는 프로젝트 참여로도 큰 개선 효과를 얻지 못했다.
또한 이 연구는 본부의 CDD프로그램이 가장 중요한 부적절한 자금지원문제, 조정에 의해 해결해야 할 정보에 입각한 결정을 확인하기 위해 수혜자의 입장에서 중앙정부 및 기타 이해관계자에 의해 관찰되어야 하는 프로젝트 활동과 낮은 역량을 모니터링하는 약한 제도적 역량에 대한 문제가 관찰되었다. 지방정부 관료와 프로젝트 수혜자에 따르면, 정부는 필요한 효과를 보기 위해 프로젝트에 더 많은 자금을 할당해야한다. 또한 수혜자들간의 협력과, 이를 증진시키기 위해 그룹 수혜자의 수를 줄여야한다. 또한 수혜자가 효과적으로 프로젝트를 수행하고 관리하기 위해 역량을 키우기 위해 더 많은 기술 및 교육을 제공해야 합니다.

Most rural communities in developing countries are living in abject poverty. These rural communities lack good infrastructure and thus, are very vulnerable to environmental ‘bads’ such as pollution and climate change among others. In an attempt to address these myriad of problems in the rural communities, some developing countries including Uganda with the support of the World Bank have implemented projects using the community-driven development approach, which is to enhance local investment and local governance, improve local resource management and furthermore, empower vulnerable groups like the youth, disabled persons and women to become resilient. However, in Uganda, the CDD program has not shown clear evidence of empowering the vulnerable and alleviating poverty in the region. Local beneficiaries have alleged that the selection of participants for projects is discriminatory and political, there is misuse of public funds and the decision making process is more “Top-down” approach. In view of this, this study examined the impact of the CDD on women empowerment, the implementation strategies and challenges. The study employed both qualitative and quantitative data to address the key objectives of the study. Two-hundred (200) women beneficiaries of the CDD program, 5 key informants and 10 local government staffs in the Nakawa Division of Uganda were interviewed through a filed survey using semi-structured questionnaire. Results from the study showed that prior to the implementation of the projects, needs assessment was conducted involving local government officials, local people and other stakeholders in the Division. The implementation of the projects was done using the “bottom-up” approach where local people were consulted and engaged in the decision-making process. Beneficiaries applied to participate in the projects largely through the Community Development Office (CDO) and were selected based on their willingness to work as a group, they are residents in the Nakawa Division, they are above 18 years and vulnerable as well as have space to carry out the projects. The results also showed that the women in these projects have not experience any significant increase in their living conditions such as income, education and participation in public discourse or activities. Again, their level of activeness, trust, network and happiness in the community have not seen any significant improvement by participating in the projects. Furthermore, the study observed that the CDD program in the Division is facing numerous challenges most importantly inadequate funding, weak institutional capacity to coordinate and monitor project activities and low capacities on the part of the beneficiaries to make informed decisions, which need to be addressed by the central government and other stakeholders. According to the local government officials and beneficiaries of the projects, the government should allocate more funds for the projects if it wants to see the needed impacts. Also, the number of beneficiaries in a group should be decreased to enhance coordination and cooperation among members. In addition, more technical and skills training needs to be provided for beneficiaries to build their capacities in order to effectively execute and man the projects.
