G20 정상회의: 서울 정상 회의의 주요 의제 분석과 향후 전망 = The G20: from Seoul to Paris and beyond

국문 초록 (Abstract)

본 논문은 그 동안 G20 정상회의에서 다루어졌던 주요 이슈들의 의의 및 성과에 대해 비판적으로 검토하고 향후 G20가 본연의 역할을 하기 위해 필요한 과제를 제시한다. 2008 발발한 글로벌 금융위기를 극복하는 데 G20가 커다란 기여를 했음은 부인할 수 없으나, 위기 이후의 지속적인 세계경제발전 방안을 마련하는 데는 여러 문제를 노출했다. 특히 글로벌 불균형, 정부 재정적자 등의 민감한 이슈 들을 해결하지 못했고, 금융 이외의 이슈 및 신흥국/개발도상국 이슈들을 다루는 데 미흡했다. 향후 G20가 세계경제협력의 최상위 포럼으로서의 역할을 충실히 수행하기 위해서는, 글로벌 불균형 및 DDA 등 갈등이 첨예화된 민감한 이슈에 대해 서도 과감하게 합의를 도출하고, 국제자본이동 안정 및 후진국 개발 등 신흥국/개발도상국에 특히 충격이 큰 문제의 해결을 위해 지속적인 노력을 기울여야 할 것이다. 이와 더불어 단순한 합의체를 넘어 구체적인 실천을 위한 제도를 마련하는 것도 시급히 요구된다.

다국어 초록 (Multilingual Abstract)

This paper reviews what has been done and what should be done at the G20 Summit meetings and suggests key agendas to be focused on beyond the Seoul Summit so that the G20 can genuinely become the premier forum for international economic cooperation. First, the G20 leaders must address the problem of global imbalances even though it is very sensitive and politically difficult. But naming and shaming must be avoided and more balanced and comprehensive discussions will be needed. Second, regarding financial reforms, the G20 Summit should focus more on follow-up agendas than on new ones and derive comprehensive action plans that include country-specific commitments. Third, besides the quota reform already achieved, the G20 leaders must conclude further issues of IMF governance reforms by agreeing on details. Fourth, discussions and suggested ideas up to now on global safety nets are insufficient to tackle the intrinsic problem of capital flow volatility. The G20 Summit should be committed to reducing volatile movement of international capital by introducing direct and pre-emptive measures. Fifth, the G20 needs to show some progress to break the current impasse of trade negotiations so that its credibility can be greatly enhanced. Sixth, the G20 leaders must recognize that for the success of the development agenda, the multi-year action plans endorsed at the Seoul Summit should further and continuously be carried on at the G20 Cannes Summit in 2011 and the Mexico Summit in 2012. Last but not least, to overcome those challenges regarding legitimacy issues, characteristics issues, institutionalization issues, and relationships with international organizations and successfully achieve its ultimate goal, the G20 must establish an effective implementation mechanism.
