1960~1970년대 서울의 인구 분산과 재배치 ― 강남구와 도봉구를 중심으로 = Population Dispersion and Relocation in Seoul in the 1960s and 1970s :Focusing on Gangnam-gu and Dobong-gu

국문 초록 (Abstract)

이 연구의 시간적 범위는 동북권 도봉구와 동남권 강남구가 현재의 모습에 이르는데 가장 중요한 시가지골격 형성 및 인프라사업 추진에 매우중요한 시점이기도 한 1960~1970년대로 설정하였으며, 공간적으로는현재 도봉구와 강남구의 범위로 하였다.
이 연구에서는 첫째, 서울의 도시문제와 이에 대응한 도시계획 및 도시정책을 분석하고, 둘째, 이러한 서울시의 도시계획과 도시정책 속에서 도봉구와 강남구의 개발과 변화를 살펴보았다. 마지막으로 도봉구와 강남구의 인구변화를 도시계획의 시점들과 연결하여 검토하며 도봉구와 강남구의 인구변동의 차이를 당시 도시계획의 방향에 기인한 것으로 이해하고자 하였다.
이 연구는 1960~1970년대 도시계획의 측면에서 이루어졌던 크고 작은 변화를 통해 1973년, 1975년에 출범하게 되는 도봉구와 강남구의 인구변화 추이와 각 지역의 정체성에 관하여 다음과 같은 두 가지 결과를도출하였다.
첫째, 도봉구와 강남구의 인구변동의 차는 토지구획정리사업의 완성시기와 깊은 관계가 있다. 도봉구와 강남구는 비슷한 조건이었음에도 인구변동에 있어서 1960~1980년대까지를 비교했을 때는 도봉구의 인구 증가폭이 두드러졌다. 이 증가폭을 견인한 것은 1980년 전에 완성된 토지구획정리사업을 들 수 있다.
둘째, 도봉구와 강남구의 정체성 형성에 1960~70년대에 계획되고 시행되었던 서울시 도시계획이 주도적인 역할을 하였다.

다국어 초록 (Multilingual Abstract)

The temporal scope of this study encompasses the 1960s and 1970s, a crucial period for the development of the urban framework and the advancement of infrastructure projects, which significantly contributed to the current form of Dobong-gu in the northeast and Gangnam-gu in the southeast. Spatially, the study focuses on the present boundaries of Dobong-gu and Gangnam-gu.
This study first analyzes Seoul's urban issues alongside corresponding urban planning and policies. Second, it examines the development and transformations in Dobong-gu and Gangnam-gu within the context of Seoul's urban planning and policies. Lastly, the study reviews population changes in Dobong-gu and Gangnam-gu in relation to the timing of urban planning initiatives, aiming to understand how differences in population changes between these districts were influenced by the urban planning direction of the period.
This study yields two key findings regarding population change trends and the regional identities of Dobong-gu and Gangnam-gu, which were established in 1973 and 1975, respectively, through significant urban planning changes in the 1960s and 1970s.
First, the differences in population changes between Dobong-gu and Gangnam-gu are closely related to the completion timeline of the land readjustment project. Despite similar initial conditions, a comparison of population changes from the 1960s to the 1980s reveals a significant increase in Dobong-gu's population, driven by the completion of the land readjustment project before 1980.
Second, Seoul's urban planning efforts, designed and executed in the 1960s and 1970s, were instrumental in shaping the identities of Dobong-gu and Gangnam-gu.
