The farmer’s allowance, first introduced in Haenam-gun, Jeollanam-do in 2018, is a local government enacted ordinance, which is supported solely by the local government funding. This study conducted a survival analysis using the Cox proportional model by setting the local government as an analysis unit to identify factors influencing the introductory moment of the farmer’s allowance ordinance between 2018 and 2022.
The analysis revealed that the introduction of the farmer’s allowance ordinance was boosted when the head of the local government belonged to the ruling party. However, standing of single point government has nothing to do with introduction of the farmer’s allowance ordinance. It can be concluded that the major driving force of ordinance enactment is strongly controlled by the head of local government, not by the local council. The farmer’s allowance ordinance was first introduced as a solution for complex issues of the Korean rural community such as population reduction and labor shortage. However, the conclusion of this study implies that the introduction of the farmer’s allowance ordinance is rather influenced by the political factors, not by the policy objectives. Further studies regarding impacts of basic incomes and additional allowances should be conducted.
