The dramatic date of the Dialogus de Oratoribus is in the sixth year of Vespasian's reign, that is in the mid-seventies. The work is addressed to Fabius Iustus, consul in 102, whose question about the causes of the present decline of oratory prompts Tacitus to record a discussion on the subject. Tacitus claims to have heard the discussion in his youth. The conversation took place among three Romans of note, Maternus, Aper, and Messalla. Although Tacitus himself was present as an attentive student at the supposed conversation, he was just a silent witness and took no part.
The Dialogus divides into three parts. In the first section, the debated question is whether poetry is a better occupation than oratory. Maternus declares that he has abandoned oratory for poetry and his abandonment triggers Aper's first main speech. Aper attacks Maternus' decision, arguing that oratory is a more honorable and more useful pursuit than poetry. After the arrival of Messalla, the second section of the Dialogus begins. In the second part, Messalla and Aper debate whether ancient or modern orators are the better. Aper advocates modern standards while Messalla upholds the primacy of Cicero over the orators of the present age.
The last section starts after Maternus interrupts to bring the conversation back to the original question, that is the causes of the decline of contemporary oratory. Messalla argues that inferior education is the cause. He blames current training in rhetoric which requires young people to speak on fanciful subjects unrelated to real life and abandons the major disciplines once deemed necessary for an orator's education. At this point a lacuna in the manuscript occurs. In spite of the lacuna, it is clear that Maternus speaks immediately after Messalla. According to him, Neither education nor moral decline explains the change. Partisan strife and civil war in the late republic nurtured great oratory. In peaceful, well-ordered states great oratory is destined to wither.
As an approach to any conclusion which Tacitus wishes to convey in the Dialogus, to try to find one of the speakers who can be identified with Tacitus is irresistible, but meets stiff resistance. The author tries to distance himself from the views expressed by the major figures and he lends force and persuasiveness to each speaker. Since the issue of the Dialogus is neither simple nor clear-cut, We can extract Tacitus' view from the whole work rather than only one speech. From Maternus we can receive a hint as to the author's turning to history. The Dialogus is a work that plays the role of preface for Tacitus' own shift from oratory to history. In addition to that, Maternus reflects Tacitus' hesitation between bitter regret for past libertas and realistic acceptance of the present condition, especially in his tone of compromise during the final speech.
It is just as likely that the author expresses his own opinion through Aper. Through Aper, who defends modern standards, Tacitus intends to demonstrate to his contemporary audience that rhetorical skill to rival Cicero had not died, even if public oratory could no longer have an important role in the state. Tacitus is the man whom Pliny calls eloquentissimus in one of his epistles. In this context Tacitus has to refute Quintilian who argued for a revival of classical prose style, that is Ciceronian oratory to oust contemporary decadence. Maternus' final speech demolishes Messalla's argument based on Quintilian's preaching as lacking in historical understanding.
