정책딜레마와 정부의 선택: 지역간 항명칭과 해상경계 분쟁사례 = Policy Dilemma and Choice of Government: Case of Conflict over Port Name and Maritime Boundary between Two Localities

다국어 초록 (Multilingual Abstract)

This study analyzes a case of inter-local government policy making through the dilemma model. It found that the circumstances regarding A dilemma arose between the two local governments of Dangjin County and Pyungtaek City. The dilemma materialized through a discrete set of alternatives and trade-off of interests among the conflicting groups of actors. Dangjin County and Pyungtaek City made the decision-making process difficult by expressing the values and interests that reflected their own conditions. The interests were subjective so the resulting values on one side would result in a massive loss to the other group. The actors failed to reach an agreement by themselves during the problem-solving process so the central government moved from a passive stance to aggressive action and made the policy through trials and administrative authority.
