한국의 양육비 이행지원기관의 운영방향과 과제 = Directions and Future Tasks of Child Support Enforcement Agency in Korea

A new Child Support Act finally comes into effect, which will create the Child Support Agency for child support payment on March 25 th, 2015.
The Child Support Agency is responsible for counselling parents on child care payments, giving legal advices about collecting payments and compliance with, providing urgent temporary aid of child support payment, collecting or transferring payments under private agreements or court decision, applying sanctions against the defaulters, studying on efficient system, and education or public relations activities.
The enforcement ordinances and regulations are not yet made, which will determine the practices of Child Support Agency. Considering a number of single parents are scattered all over the country, a nationwide organization is desirable. That, however, is not possible right now, a back-up plan is needed, for example, an easily accessible computer system. In addition, it has become possible for the first time that Child Support Agency could gather and request for information on paying parents, which will affect efficiency and effectivity. There should be strict procedures of gathering information and agreement procedure at the point of securing right to execute.
It’s worth pointing out that consistent education and public relations efforts are needed to publicize that child support at the right time is very important, determining not only the future of just one person but that of society as a whole. Furthermore, preferential payment right deserves careful consideration. The range and measures of prohibition of seizure are also to be adjusted.
