교원성과급 정책결정과정의 한계요인에 관한 연구 : 역사적 신제도주의의 경로의존성을 중심으로 = The study of limit factors embedded in the decision-making process of merit pay : based on the path-dependency of new institutionalism

국문 초록 (Abstract)

본 연구는 역사적 신제도주의에서 강조하는 제도적 맥락과 경로의존성(path dependency)이라는 개념을 사용하여 교원성과급 정책결정과정의 한계요인을 밝혔다. 우선, 교원보수제도의 변천과정 분석을 통하여 교원보수제도에서 연공중시라는 교원 보수제도의 경로의존성을 밝혔다. 둘째, 경로의존성에 영향을 주는 제도적 맥락으로서 평등지향의 교직문화, 연공서열 중심의 교원승진제도, 경력중시의 근무성적평정제도를 분석하였다. 셋째, 경로의존성의 원인을 이용하여 교원성과급 정책결정과정의 한계요인을 분석하였다. 이러한 경로의존성의 원인으로는 교사집단의 저항, 제도의 상호의존성, 불확실성과 인식의 제약, 유지비용에 대한 변화비용의 상대적 우위 등이 있었다. 그리고 이러한 교원성과급의 한계요인을 통해 교원성과급 정책의 성공을 위한 정책적 시사점을 살펴보았다.

The study investigates the reason why the policy of merit pay as a neoliberal drive fails in the context of Korea. For doing so, historical institutionalism(new institutionalism) theory was hired to show the limit factors embedded in the decision-making process of merit pay using the concepts of institutional contexts and path dependency. The major research method is a literature review.
Research findings are as follows. First, a particular path-dependency in seniority deeply rooted in Korean school context has been reinforced and in the way of the path to the ability and performance-based compensation. Second, institutional context related to path dependency was analyzed in terms of equality-oriented school culture, seniority-based promotion, and teacher evaluation system of career. Third, the limit factors embedded in the decision-making process of merit pay was investigated by the cause of path dependency. The causes are resistance from teachers, interdependency of institutions, constraint of cognition and superiority of change cost over maintainment cost.
