지방정부의 가치지향으로서 커뮤니티 웰빙에 대한 연구 = A Study on Community Wellbeing as a Value Orientation in Local Government

국문 초록 (Abstract)

이 논문은 지방정부의 목적이자 가치지향인 ``주민 복리``가 무엇인지를 밝히기 위하여 지역공동체에서 생활하는 개인의 영역을 포괄하면서 지방정부라는 지역공동체의 수준까지 확장된 ``커뮤니티 웰빙`` 개념의 활용을 제안하였다. 과거 지방정부의 가치에 대한 연구는 존재가치를 직접적으로 다루기보다는 공공서비스의 전달 혹은 분배의 효과를 평가하는 과정에서 평가기준과 관련되어 간접적으로만 논의되었고, 서로 다른 가치들 간에 동일한 결과를 상이하게 바라보는 등 가치간의 충돌문제도 나타났다. 이러한 한계를 극복하기 위하여 본 연구는 지방정부의 가치지향을 주민의 복지와 웰빙의 측면에서 접근하는 커뮤니티 웰빙 개념을 제시하였다. 관련 이론과 선행연구를 토대로 커뮤니티 웰빙의 기본적인 개념요소로 ``사회경제적, 문화환경적 조건영역, 시민의 참여 또는 임파워먼트영역, 지방정부 또는 공동체의 활동영역``을 발견하였고, 그 수준도 개인수준과 공동체에 대한 개인의 인식에서 공동체 자체의 수준까지 포괄적인 것을 확인하였다. 그리고 커뮤니티 웰빙 개념이 공동체의 목표를 설정하는 기능을 수행하면서 이러한 목표를 얼마나 달성했는지를 평가하는 과정으로서 기능을 수행하기도 한다는 점을 확인하였다.

다국어 초록 (Multilingual Abstract)

This paper proposes the use of the concept of community wellbeing to determine citizen welfare, which is the goal of local government. Former studies on the value orientation of local government handled this topic indirectly, and they omitted some important values and did not handle some conflicts between values well. Taking this into account, we proposed the concept of community wellbeing as a new value orientation in local government. On the basis of the literature review, we determined three factors that make up the concept of community wellbeing: socioeconomic, cultural and environmental condition of community, citizen participation and empowerment, local government, and public service. Community wellbeing can be used as a criterion for community goal setting and the process that evaluates local government.
