원자력 사고 발생시 특정지원 수요자 지원방안 : 갑상선 방호 약품 배포를 중심으로

국문 초록 (Abstract)

재난약자, 재난취약계층 등에 대한 연구가 일정정도 축적되어 가고 있는 가운데 본 연구 는 원자력 사고 발생이라는 구체적 상황에서 실제적 지원 방안을 도출하고자 하였다. 이를 위하여 우선 ‘재난시 특정지원 수요자’라는 개념을 제시한 다음 원자력 사고 발생시 갑상선 방호 약품 배포에 초점을 맞추어 한국 및 특히 일본의 매뉴얼 내용을 분석하였다. 분석 결 과 일본의 경우 지자체 역할로 주민에 대한 갑상선 방호 약품의 배포, 복용 지시, 구입・비 축, 설명, 사전배포 시 수령서 배포・회수, 개인정보 관리 그리고 의료제공 체제 정비 등이 있다. 한편 재난시 특정지원 수요자에 대해서는 ‘피난행동 요지원자 대책’과 연계하여 명단 작성, 정보 공유, 일반주민보다 빠른 단계의 지원계획 수립 등을 실시하고 있는 것으로 나타났다. 향후 한국 에서도 재난시 특정지원 수요자에 대한 지자체 역할을 포함한 법제도적 지원체계 정비를 검토할 필요성이 시사된다.

다국어 초록 (Multilingual Abstract)

This study analyzes distribution system of potassium iodide for vulnerable people in nuclear disaster. At first we review the system in Korea and then especially in Japan. As a result local governments have roles to distribute, guide, purchase, keep, manage potassium iodide and collaborate with medical support in Japan. Furthermore these local governments have another role to make name list of vulnerable people to disaster in order to formulate each specific evacuation plans which can take refuge faster than non-vulnerable people. On the other hand, in Korea, the structure is not enough to have an accurate grasp of vulnerable people to disaster in each local government. It requires consideration to built a legal system to support vulnerable people to disaster includes nuclear disaster in Korea.
