The Administrative city is a long-tern development project which have been developing from zone 1 to 6, begun with ‘the fist village’ in zone 2-3 and ‘administrative centered function’ in zone 1-5. The introduction of the comprehensive management system was a distinctive planning feature which ensures the linkage and consistency between DUP and the upper plans-the comprehensive city plan and development plan. In addition, the Administrative city is directly managed by National Agency for Administrative City Construction (NACCA) under the Ministry of Land, Infrastructure, and Transport, which allows a rapid decision for changes in conditions and public resentments
(After the initial development plan in 2006 and part of DUP area in 2007 had been established, the District Unit Planning (DUP) of Administrative city project has been revised 36 times in total - 4 times in annually- to cope with problems, public resentments, and political issues in previously developed zone,
Urban Planning establishes long-term goals and plans by considering humanity, transport, and environments and is approved based on various deliberations, public opinions and related departments’ comments. Compared with other recently established cities, there are some negative views in frequent revisions of DUP in Administrative city such as unnecessary administrative procedure and misleading of initial planning purpose; there are some positive views for those revisions also exist that it is an effort to put perfection on the urban planning by minimizing public resentments by prompt and active responses for policy changes, errors of plans, and public complaints, and prevent possible errors.
In this study, specialist survey was conducted to analyze factors and contents of NACCA’s active response to the continuous revisions.
The factors of continuous revisions in DUP were analyzed into 3 categories as follows and rates of the factors in each DUP revision were analyzed; policy change, public complaints and reflection of buyer’s requirements, self-verification.
As a result, revisions due to complaints, buyer’s requirements, and self- verification were gradually diminishing, and the policy change factor in DUP revisions was analyzed to increase. Among the three factors, civil complaints / buyer’s requirements and self-verification factors turns out to be related each other in terms of DUP revisions.
A checklist to every plot was made as a self-verification when rapid increase in civil complaints and buyer’s factors occurred. After problems, examined through the checklist, have been modified, civic complaints and buyer’s requirements has diminished.
Regarding increase in policy change factors, it was analyzed that the DUP of Administrative city, a long-term project and development plan of zones in phase, has been revised frequently due to the reflection of policies changed through the stream of times.
According to the expert survey, the results were revealed (turns out) about same except few negative views in policy change for decisions made by few experts in a short period of time which bring about deviation of initial planning intention. Additionally, it is necessary to revise DUP based on the long-term overview and comments from other departments and related plans.
Civil complaints and buyer’ requirements can be diminished by the method of self-verification (self- check), checklist, that can be applied in the early part of new development project.
In conclusion, active and rapid response of NACCA to the several factors in revisions has raised the DUP standards in Administrative City which can be a meaningful implication for new development projects.
