Today, museum of arts have an obligation to contribute to the development of culture and arts and the promotion of lifelong education as well as the exhibition, preservation and research of artistic materials. UNESCO also emphasized the necessity of self-education and life-long education in 1965 and 1972. The International Council of Museums also defined the educational functions of museum of today many times. Korea laid the foundation of museum education with the Gyeongju Children's Museum School in 1954 and it has been developed with various courses in the National Museum of Korea, the National Folklore Museum, and the National Museum of Contemporary Art. Although there have been many studies regarding the National Museum of Contemporary Art, the Seoul Museum of Art, and Leeum, Samsung Museum of Art, few studies have been made for regional museum of art. In the case of Changwon City Masan Moonshin Museum of Art, museum education has not been researched. Most of the articles deal with the artistic value of the artists exhibited in the museum of art.
The purpose of this study is to secure the significance of art education through the development of educational programs considering the characteristics of art museums and the locality based on SWOT analysis of Changwon City Masan Moonshin Museum of Art, which requires the development of the museum education program. First, domestic museum of art such as the National Museum of Contemporary Art, the Seoul Museum of Art, Leeum, Samsung Museum of Art and institutions in Changwon were classified into 4 categories. Regarding the Changwon City Masan Moonshin Museum of Art, which needs to develop educational program, the current education status and educational programs that
frequent visitors want to have were identified. Considering that the basic education program is not implemented, and it can cooperate with Changdong Art Village, social education program was selected. Considering there are elementary schools, middle schools, and high schools nearby and it has spacious parking lot, school-linked education program was selected.
In the interviews with adult visitors, it was found that they wanted to have educational programs as municipal museum of art. Based on this finding, <Preview World Art Travel: France> and < Meeting with local artists> were planned.

The 2015 revised curriculum presents the art education to be a meaningful art study focusing on expression, appreciation and experiential activities .
However, in the Changwon City Masan Moonshin Museum of Art, there is only exhibition explanation and expression activities. Therefore, <Youth Career Education Program> in the experiential area and <’Looking Back the days with History of Masan> reflecting appreciation area and locality area were planned.
As a result, educational programs necessary for the Changwon City Masan Moonshin Museum of Art were developed. Here, we would like to propose the way to secure future educational significance.
First, an educational program should be organized for visitors to the Changwon City Masan Moonshin Museum of Art. When monitoring the number of visitors, the main visitors were adults and youths. Although there were educational programs for adults, there was no program for adolescents who are another main visitor group. To activate museum education, it is needed to provide a program for teachers and students as students of nearby schools regularly visit the museum as a field trip or a circle activity due to the free term system.
Second, education for appreciation and experience in the revised education course in 2015 should be established. The revised curriculum emphasizes appreciation and experience more than expression because they are the areas to be utilized in real life. Educational programs that take into account these issues should be implemented and career education program should be executed in appreciation and experience area.
Third, education programs matching with the characteristics of the Changwon City Masan Moonshin Museum of Art should be selected. Each museum of art has an educational program based on its own characteristics. The researcher identified the educational meaning of the Changwon City Masan Moonshin Museum of Art through SWOT analysis. The museum has many works of Moonshin, possesses round gallery, and exhibitions of great people from Masan. Educational programs utilizing such characteristics should be researched and planned.
To activate museum education program, the capacity of the education program responsible person is very important. In case of school linked educational program, museum, school and teachers should make effort to develop educational programs in a mutual cooperative way. If this educational program is activated, the goal to nurture holistic people can be achieved by nurturing aesthetic sensibility, which is the purpose of the art class.
In addition, the museum contributes to lifelong education and can secure future visitors through the educational role.
In social education programs, the educational curator needs to develop educational programs that reflect the interests and needs of adult learners and specialized education for adults considering various obstacles should be in place. Through this, the museum education should move toward the direction that adult learners can achieve their self-realization and change life viewpoints
