The citizen evaluation system in Korean local governments is still in an early stage. The citizen evaluation system has been introduced to local governments because not only local officials can utilize the results of it but also they have the opportunity to collect the valuable information about the quality and problems of public service itself and its delivery system. The purpose of this article is to study the utilization of the citizen evaluation system in Korean local governments. The citizen evaluation of local government service is important in that such evaluation provides local officials with improtant cues about citizens` perception of the performance of local agencies. The core of contents in the citizen evaluation system is that public officials can listen to the voice of the citizen. The citizen evaluation system is meaningful because it helps us to understand citizen`s satisfaction level and ultimately leads us to provide high-quality services to the citizens. And it can be used as the strategy for the local government reform because it partly promotes a citizen participation.
