This article is aimed toward finding how a probation system and methods can be applied to a social work agency, in particular community welfare center. This investigation is composed of the following three parts : the general understanding of probation system, the position and role of social work I probation systems, and the participation of community welfare centers in probation practice.
To this end I describe the history and practice of the probation system in such countries as the United States, England, and Japan. Then I examine how a social work agency can accomplish its own probationary function in Korea in three perspectives.
First, it is desirable for aprivate agency to be to some extent in charge of probation practice because probation systems hardly seem to be worked out well under the control of the government. It's program has to be originated and administered by private agencies but financed by the public. Second, it is advisable that probation programs be changed. They have been oriented to work training, but they should be turned into counseling for jobs, strengthening the relationship between the ex-criminal sand business bommunity, and having seminars so that citizens and employers are willing to accept the disadvantaged people. Lastly, probation systems must be privately run in terms of selecting professional workers. The government has strict regulations on employing experts. Therefore, social work agencies are encouraged to take charge of probation for choosing proper personnel because correction work with human beings usually on one's basic values and philosophy.
