구한말 외국인 기록에 나타난 한국 사회자본의 원형과 그 특성 = Exploring the origin of Social capital of Korea: Based on the 19th century travelogues written by foreign visitors

다국어 초록 (Multilingual Abstract)

The aim of this article is to explore the origin of social capital of Korea based on three foreign visitors’ travelogues which are written in late 19th century by Isabella Bishop, Michael Alexandrovich, and James Gale.
The characteristics of social capital of Korea in 19th century observed in the documents of three foreigners are briefly summarised as 1) interdependent individuality, 2) hierarchical social structures, and 3) relational norms derived from collectivistic and hierarchical networks such as loyalty, filial duty, or face. These features are in line with familyism (Fukuyama, 1995) or Confucian tradition (Lew, 2013), which some scholars point out the characteristics of social capital in Korea. In addition, these feature have a fundamental difference from the existing mainstream social capital theory which presume the independent individuality and horizontal networks.
Surely, further exploration is needed for whether these unique features are lingered in contemporary Korean society. However, this study still have some importance in that it explored the origin of social capital of Korean society, which has different cultural backgrounds and historical contexts from the West. This attempt can shed new lights on the discussion of existing knowledge of social capital, while providing a new perspective on the relationship between individuals, organisations, and governments.

국문 초록 (Abstract)

본 연구는 구한말 조선을 방문했던 3인의 외국인 –이사벨라 비숍 (Isabella Bishop), 미하일 알렉산드로비치 (Michael Alexandrovich), 제임스 게일 (James Gale)- 의 기록을 바탕으로 한국 사회자본의 원형에 대해 탐색하는 한편, 이러한 논의가 한국 행정학에 주는 함의를 고찰하는 것을 목적으로 한다.
19세기 말엽 한국을 방문했던 외국인들의 기록에서 공통으로 관찰되는 한국 사회 자본의 특징은 1) 상호의존적인 개인, 2) 수직적 네트워크와 사회구조, 그리고 3) 이로부터 파생되는 관계적 규범 -충, 효, 체면, 호혜적/관계적 규범-으로 구분될 수 있다. 아울러 이러한 특징은 독립적인 개인과 수평적인 네트워크를 전제로 한 기존의 주류 사회자본 논의와는 근본적인 차이를 갖는다. 구한말 외국인들의 기록에 공통으로 발견되는 한국 사회자본의 원형은 몇몇 학자들이 한국 사회자본을 구성하는 요소들로 지목하는 가족주의 (Fukuyama, 1995)나 유교적 전통 (Lew, 2013)과 맥을 같이하고 있다. 실제로 이러한 전통이 현재까지 우리 사회에 영향을 미치고 있는지에 대해서는 추가적인 탐색이 필요하다. 그러나 본 연구는 서구와는 상이한 문화, 구조, 역사적 맥락을 가진 한국사회의 사회자본 원형을 탐색했다는 점에서 의의가 있다. 이러한 시도는 기존 논의의 외연을 확장하는 한편으로 개인과 조직, 개인과 사회 및 국가의 관계를 조망하는 새로운 시각을 제공해 줄 수 있을 것이다.
