공론장의 위기와 공영방송 TV 시사토론 프로그램 제작에서의 의례성 연구: MBC <100분 토론>을 중심으로 = A Study of Ritualised Mode of Production of Public Broadcasters’ TV Current Affairs Debate Programs: Focusing on MBC <100 Minute Debate>

국문 초록 (Abstract)

토론은 합리적이며 민주적인 의사소통의 방법이다. TV의 시사토론프로그램은 진행자와 패널 출연진이등장하여 사회의 다양한 이슈와 시급하고 핵심적인 의제 등에 대하여 논리적이고 객관적 근거에 입각, 합리적으로 설득하고 논의하는 방식의 방송콘텐츠다. 갈수록 복잡하고 다양해지는 사회적 갈등 속에서서로를 이해하고 건전한 소통능력을 배양하여 민주적 의사과정과 절차를 존중하는 소양은 더 강조된다는 점에서, TV 시사토론프로그램의 역할은 어느 때보다 중요하다. 그러나, 미디어 환경 변화와 함께 TV 시사토론 프로그램은 특히 공영방송을 중심으로, 시청률, 화제성은 물론, 공론장으로의 기능에까지 많은 면에서 점점 더 위축되고 있다. 이 글에서는 우리의 TV 시사토론프로그램과 함께 한 고유한 제작양식을 미디어의례(media ritual)의 시선에서 분석한다. 구체적으로, 관련한 사회적 권위와 힘의 작동방식이라는 관점에서 어떻게 방송의 공론장적 특성이 급격히 변화되었는지, 공영방송의 대표적 프로그램과함께 살펴본다. 크게 세 가지 두드러진 의례적 작동방식을 발견할 수 있었다. 무엇보다 ‘생방송 시스템’ 과 ‘소수 전문가’에 의존하는, 특정한 방식의 ‘미디어 이벤트’였다는 점이다. 더욱이, 이 세 지점들은 각각 혹은 서로 모순적으로 결합하여 고유의 제작문화를 형성하고 공영방송 TV 시사토론 방송의 힘과 권위의 작용에 오랫동안 천착되었음을 알 수 있었다. 이에 대한 분석을 통해 갈수록 위축되는 공론장의 위기를 넘어 바람직한 공론장으로서 공영방송 TV 시사토론프로그램의 역할과 함의를 재조명해 본다.

다국어 초록 (Multilingual Abstract)

TV current affairs discussion programs are broadcast contents that analyze, evaluate, and exchange opinions on various social issues and urgent and core agendas in our society. The role of TV current affairs programs as a public sphere is more important than ever now that reflection and action are becoming more important to resolve the increasingly intense conflicts of various types and contents in our society and to realize mutual understanding and social integration. However, Korean public broadcasting TV debate programs have been declining in many ways, including viewership, issue making, and their ability to serve as a public sphere. This article analyzes the unique media ritual production style of Korean TV debate programs and examines how the social authority and power that accompany them have been at work and how they have radically changed the nature of the public sphere, along with other representative public broadcasting programs. Through this examination, three distinct conditions and environments emerge. Their mode of production favored ‘live broadcasting’, relied on a ‘small number of experts’, and were predictable ‘media events’. Individually and together, these three phases combine into mutually contradictory conditions and environments, creating a unique production culture that has long been deeply connected to the power and authority of public television debate broadcasting. Through this study, I would like to offer reflections and suggestions on the dwindling role of Korean TV debate programs as a public sphere, and to revisit the role and implications of public TV debate programs as a desirable public sphere for the development of democracy in our society.
